CC Regular Session 4. 14. <br />Meeting Date: 10/28/2014 <br />Submitted For: Tim Gladhill, Community By: Tom Olson, Community Development <br />Development <br />Information <br />Title: <br />Adopt Resolution #14-10-228 Approving Final Plat for O'Shaughnessy 2nd Addition to be Located on the Eastern <br />Half of PID #11-32-25-11-0006; Case of Tim O'Shaughnessy <br />Purpose/Background: <br />The City has received an application for a Minor Plat to create a residential lot from an outlot located generally <br />north of 170th Ln NW and on the western side of Germanium St NW (the "Subject Property"). The purpose of the <br />Final Plat is to review the Subject Property, its relationship to the Rum River Scenic Land Use District, and its <br />ability to accommodate a residential structure concurrent with the area's zoning designation. The proposed Minor <br />Plat does not involve the construction of public roads or utilities. <br />Notification: <br />Staff sent notification to all Property Owners within 700 feet of the Subject Property via Standard US Mail. <br />Observations/Alternatives: <br />The Subject Property is guided as Rural Developing in the Comprehensive Plan and is currently located in the R-1 <br />Residential (Rural Developing) District. Most surrounding parcels are also located in the R-1 Residential (Rural <br />Developing) District. There are two parks immediately adjacent to the Subject Property: Brookview South Park to <br />its south and Brookview North Park to its east. <br />The Subject Property is part of an outlot for the property located at 17201 Saint Francis Boulevard, established after <br />a lot split approved by the City Council in January of this year (2014). <br />The Subject Property is partially located within the rural area of the Rum River Scenic Land Use District (the <br />"Overlay District") and is therefore subject to standards described in City Code Section 117-256 (District <br />Provisions). The Overlay District extends about 230 feet into the Subject Property. The proposed configuration of <br />the Subject Property satisfies the required area for a non -riparian lot in the rural area of the Overlay District <br />(minimum of 2.5 acres). It also meets the required width of 300 feet along Germanium St NW. Due to the Subject <br />Property's location within the Overlay District, Staff has reached out to the Minnesota Department of Natural <br />Resources to receive any comments regarding the Plat. The DNR had no comments regarding the proposed Minor <br />Plat. <br />The purpose of the Plat is to create a lot for one (1) single-family dwelling that complies with bulk and location <br />standards described in City Code Section 117-111 (R-1 Residential District). The Subject Property also provides <br />enough area for both primary and alternative locations for a private well and septic system. <br />Funding Source: <br />All costs associated with processing the Application are the responsibility of the Applicant. <br />Recommendation: <br />The Sketch Plan for the Plat was reviewed by the Planning Commission and did not raise any objections to <br />proceeding to Final Plat. <br />
