5.04: Receive Presentation on Potential Future PACT Charter School Expansion Located <br />at 7250 East Ramsey Parkway <br />Presentation <br />Community Development Director Gladhill presented the staff report stating the purpose of this <br />case was to provide PACT Charter School an opportunity to present to the Planning Commission <br />their desire to complete a facility expansion in the near future for a Kindergarten through Grade <br />12 charter school. The Planning Commission was being asked to provide feedback on PACT's <br />future expansion. <br />Dave Gustafson, PACT Charter Schools, introduced himself to the Council and discussed the <br />proposed expansion for the PACT Charter School in Ramsey. It was noted the site was in need <br />of additional classroom and gym space. <br />Commission Business <br />Commissioner Bauer asked if any parking spaces would be lost through the expansion. <br />Mr. Gustafson indicated the parking lot would not be impacted. He then discussed how traffic <br />would be rerouted through the site after the expansion was completed. <br />Commissioner Brauer questioned if green space requirements would be met after the school <br />expands. <br />Community Development Director Gladhill discussed the green space to the west, but noted the <br />applicant would be willing to consider rooftop green space. <br />Commissioner VanScoy inquired how often the adjacent property owners utilized parking at the <br />charter school. <br />Mr. Gustafson reported Northgate Church used the charters school parking lot every Sunday <br />morning and Wednesday evening. He commented that Allina has a celebration once a year and <br />parking spills over on to the charter school lot. <br />5.03: Review Concept Plan for Parkview East, a Future High Density Residential <br />Development to be Located at the Intersection of Rhinestone Street and East <br />Ramsey Parkway; Case of PSD, LLC <br />Presentation <br />Community Development Director Gladhill presented the staff report stating PSD, LLC has <br />entered into a purchase agreement with the City's Housing and Redevelopment Authority for a <br />nine (9) acre parcel to construct a phased apartment development.
