purchase, PSD has requested feedback from the Planning Commission as it relates to compliance
with Zoning Code. The site is located in the COR-1 Sub -District and is subject to the
Development Plan and Development Framework for The COR. Staff requested the Commission
provide feedback on the use of pitched roofs versus flat roofs in addition to parking
requirements.
Commission Business
Commissioner VanScoy believed this project was perfect for COR-4. He did not believe it fit the
current or original plan. He thought it would change the character of what was trying to be
accomplished for this site.
Commissioner Maul agreed.
Chairperson Levine asked if the demographics show that the proposed high density site could be
filled. He stated he would like to review the full market analysis before this request proceeded.
Community Development Director Gladhill reviewed the demographic information from PSD
with the Commission, along with the market rates for rent. He reported that PSD was trying to
create a campus sort of feel with the adjacent corporate building.
Commissioner Brauer indicated the COR could support the high density. However, he believed
that the proposed four-story building would not be feasible on the proposed site. It was his
opinion that middle ground/market rate housing was needed in Ramsey.
Community Development Director Gladhill thanked the Commission for their input.
5.05: Review and Respond to the Metropolitan Council Regional Transportation Policy
Plan
Presentation
Community Development Director Gladhill presented the Staff Report stating the Metropolitan
Council was in the process of updating Regional System Plans (Water Resources, Transportation,
Parks, Housing). The Metropolitan Council has released the Transportation Policy for public
comment. The City's Engineering Division was preparing a response to the Metropolitan
Council and desires preliminary feedback from the Planning Commission. Staff recommended
that the draft response to the policy plan provide greater emphasis on the need for additional
investment in Highway 10 and Highway 47 along with long range planning for a future river
crossing to the City of Dayton.
Commission Business
Planning Commission/September 4, 2014
