Case #4: Rates and Charges - Land Use Applications <br /> <br />Finance Officer Helling proposed that the City adopt a non-refundable application fee of $50.00 for <br />ail land use applications, bill staff time on an hourly basis and charge the applicant for consulting <br />and publishing expenses at City cost. Mrs. Helling explained that the $50.00 non-refundable fee is <br />to establish, maintain, issue statements and refunz an5, balance for the escrow account. <br /> <br />Councitmember Cich stated he has reservations about charging 2-1/2 times the employee hourly <br />rate for staff time when residents pay taxes to get services. <br /> <br />Mayor Gilbertson stated that if the land use application is for personal gain, the staff time should <br />not be picked up by the taxpayer, it should be paid by the person who will benefit. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to direct CiD, Staff to <br />draw up a resolution adopting the $50.00 fee charge plus staff hourly rate of 2-1/2 times (insert a <br />number as opposed to the language 2-1~ times the houri), rate) and to include the recommended <br />escrow chart and place this resolution on the September 24, 1991 Consent Agenda. <br /> <br />Motion carried. Voting Yes: Mavor Gilbertson, Councilmembers Peterson, Beyer, Cich and <br />Hardin.
