4 <br /> <br />With regard to the MR Multiple Residential development, City Code restricts density to 15 <br />units pr acre and requires a minimum land area of 3,000 square feet per housing unit. The <br />area of the Multiple Residential district is 6.7 acres and 5 12-unit structures meets the <br />minimum density and area requirements. However, there are additional requirements for <br />multi-residential structures that must be met with regard to minimum floor area, maximum <br />lot coverage and off-street parking. The ability to meet those requirements will determine <br />whether or not there is sufficient space for 5 12-unit buildings and that will not be known <br />until the developer submits an application for site plan approval prior to construction of the <br />buildings. Therefore, the five buildings shown in the plat would only serve as a guideline <br />for land use and the City is committed to only allowing the number of buildings that will fit <br />on the Site in accordance with City Code. <br /> <br />City COde restricts cul-de-sac lengths to 600 feet. Both cul-de-sacs in the plat are in <br />compliance with City Code. <br /> <br />A portion of the plat contains protected wetland #680. A copy of the preliminary plat has <br />been forwarded to DNR for their review and comment. <br /> <br />. Existing sewer easements have been added to the preliminary plat as had been requested <br />during Sketch plan review. The location of the sanitary sewer manhole would be well into <br />Lot 21,' and in fact could potentially be within twenty feet of the future dwelling. Although <br />manholes are not accessed frequently, they should be accessed bi-annually for routine <br />cleani~/g. In addition, they need to be available for access to the system in emergencies. <br />Access. to these manholes are protected by easement, which would restrict structures, but <br />normally doesn't restrict landscaping and yard fixtures such as swing sets, etc. Cleaning <br />equipment will cause rutting in lawns, and may be precluded entirely from reaching the <br />manhole by more elaborate landscaping. I suggest aligning the street to keep the manhole <br />within the street right-of-way. <br /> <br />The City has not yet received the grading and drainage plans and street profiles as required <br />by City. Code. However, City Staff agreed to receive those plans at the rime the developers <br />request final plat approval.
