City Clerk Thieling noted the attendance of one of the owners, Matt Kuker and manager Vicky Kluender. Motion by Councilmember LeTourneau, seconded by Councilmember Riley, to approve an on- sale wine license for 7 -0I, LLC, d/b /a The Lunch Box & Deli. Motion carried. Voting Yes: Mayor Strommen, Councilmember, LeTourneau, Riley, Johns, Kuzma, and Tossey. Voting No: None. Absent: Councilmember Backous. 7. COUNCIL BUSINESS 7.01: Adopt Resolution #14 -10 -215 to Promote a Police Captain to Police Chief Human Resources Manager Lasher reviewed the staff report, noted Captain Jeff Katers' 21 years in law enforcement, and described the interview process. After the interview, the Council agreed by consensus to direct staff to bring forward a case to promote Police Captain Katers to. Chief of Police. In addition, there was discussion about the organizational structure and it was determined the existing organizational structure was sufficient. Human Resources Manager Lasher stated if approved, the Police Captain position would be backfilled, which will be brought before the Council in the coming weeks. Human Resources Manager Lasher reviewed the Council's past decision to do an internal recruitment followed by an external recruitment, if needed. It was noted the recommendation is to move ahead with promoting Captain Katers to the position of Chief of Police with the City of Ramsey, effective February 1, 2015, at $49.64 per hour, $103,252 annually, which is Step 4 of the wage scale. Councilmember Tossey stated he could not attend the interview but was able to listen in. He explained that as a member of the Anoka County Law Enforcement Council, he knows that Police Captain Katers has the respect of his peers so he finds this promotion to be a natural progression. Motion by Councilmember Kuzma, seconded by Councilmember Johns, to Adopt Resolution #14-10-215 to Promote a Police Captain to Police Chief. Motion carried. Voting Yes: Mayor Strommen, Councilmember, Kuzma, Johns, LeTourneau, Riley, and Tossey. Voting No: None. Absent: Councilmember Backous. Mayor Strommen agreed that Police Captain Katers is a wonderful successor to Police Chief Way and invited him to offer a few words. Police Captain Katers thanked the City of Ramsey and Council for the opportunity to lead one of the finest Police Departments in the country. He stated he understands the public trust given to the City's Police officers and Police Department and welcomed the opportunity to address its challenges and work with the community.
