City Clerk Thieling noted the attendance of one of the owners, Matt Kuker and manager Vicky <br />Kluender. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Riley, to approve an on- <br />sale wine license for 7 -0I, LLC, d/b /a The Lunch Box & Deli. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmember, LeTourneau, Riley, Johns, <br />Kuzma, and Tossey. Voting No: None. Absent: Councilmember Backous. <br />7. COUNCIL BUSINESS <br />7.01: Adopt Resolution #14 -10 -215 to Promote a Police Captain to Police Chief <br />Human Resources Manager Lasher reviewed the staff report, noted Captain Jeff Katers' 21 years <br />in law enforcement, and described the interview process. After the interview, the Council agreed <br />by consensus to direct staff to bring forward a case to promote Police Captain Katers to. Chief of <br />Police. In addition, there was discussion about the organizational structure and it was <br />determined the existing organizational structure was sufficient. Human Resources Manager <br />Lasher stated if approved, the Police Captain position would be backfilled, which will be brought <br />before the Council in the coming weeks. <br />Human Resources Manager Lasher reviewed the Council's past decision to do an internal <br />recruitment followed by an external recruitment, if needed. It was noted the recommendation is <br />to move ahead with promoting Captain Katers to the position of Chief of Police with the City of <br />Ramsey, effective February 1, 2015, at $49.64 per hour, $103,252 annually, which is Step 4 of <br />the wage scale. <br />Councilmember Tossey stated he could not attend the interview but was able to listen in. He <br />explained that as a member of the Anoka County Law Enforcement Council, he knows that <br />Police Captain Katers has the respect of his peers so he finds this promotion to be a natural <br />progression. <br />Motion by Councilmember Kuzma, seconded by Councilmember Johns, to Adopt Resolution <br />#14-10-215 to Promote a Police Captain to Police Chief. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmember, Kuzma, Johns, LeTourneau, <br />Riley, and Tossey. Voting No: None. Absent: Councilmember Backous. <br />Mayor Strommen agreed that Police Captain Katers is a wonderful successor to Police Chief <br />Way and invited him to offer a few words. <br />Police Captain Katers thanked the City of Ramsey and Council for the opportunity to lead one of <br />the finest Police Departments in the country. He stated he understands the public trust given to <br />the City's Police officers and Police Department and welcomed the opportunity to address its <br />challenges and work with the community.
