Mayor Strommen noted if constructed now, the trail would not connect and there is a cost for the <br />City to maintain that segment that is borne by all residents. She asked whether there is a time <br />window for Mr. Davis to provide a bid to substantiate a lower trail construction cost. <br />City Planner Anderson stated the Council could move forward with the number presented tonight <br />and if Mr. Davis can provide a lower written estimate it can be presented to the Council for <br />consideration. <br />Councilmember Johns asked if $22,600 is pre or post the $4,200 trail fee. <br />City Planner Anderson stated it would be post the $4,200 trail development fee. <br />Councilmember Kuzma asked about the City's added expense if the trail is built. <br />City Planner Anderson stated it would be for maintenance responsibilities including snow <br />removal and sealcoating to keep the trail in good condition. <br />Councilmember Kuzma asked if the property owner wants it plowed during winter months. <br />Mr. Davis stated he owns a plow and offered to plow the trail during the winter months. <br />Councilmember Kuzma stated support for allowing the developer to construct the trail as long as <br />they also agree to maintain and plow it until it is connected to other trails. <br />Councilmember LeTourneau asked how that would be enforced and the City removed from <br />liability. <br />Community Development Director Gladhill stated it would not limit the City's liability. <br />Councilmember Kuzma stated the City has a number of trails and a new development to come on <br />line and that should not be treated differently. He stated the point is whether it is $22,600 or <br />$15,000. <br />Mayor Strommen stated the issue is whether this trail segment is part of the Master Trail Plan; <br />however, this segment does not connect. In addition, they are being treated the same but she <br />finds it makes no sense to create this 600 -foot trail segment at this time. Rather, she thinks the <br />trails should be built sequentially. She asked what is in the best interest of the City and the <br />Master Trail Plan. <br />Community Development Director Gladhill stated this consideration has been made in a different <br />geographic area. <br />City Planner Anderson stated staff recommends to approve both the amended Final Plat for Pine <br />Ridge and the Development Agreement. <br />City Council / September 23, 2014 <br />Page 8 of 13 <br />
