The Department has to craft a positive <br />message. He said they have become more active with Facebook, and have started using it for <br />listing lost and found animals. This helps give the department a more positive image. He noted <br />keeping up with social media takes time from an employee's regular duties. He said hiring a <br />Public Information and Event Specialist has helped the city's image as a whole. <br />Captain Katers mentioned in 1967 there was two volumes of criminal statutes. There is now 15. <br />There is a lot more for officers to be trained in. He said he expects his officers have an <br />understanding of the law and how to the get to the resources. He indicated his officers have <br />started utilizing online patrol training with the League of Minnesota Cities, which has saved <br />some money. There is a lot of other training in the department, which reflects in the job the <br />officers do. <br />Captain Katers stated he will advocate for his department and ask for more officers, but also will <br />understand if he is not allowed more officers. He said he understands that would have an impact <br />somewhere else in the budget, so he realizes sometimes resources have to be shifted. He <br />commented possibly some programs need to be reevaluated. <br />10. Please describe your management style in managing and motivating personnel. How <br />might you adjust your style in different situations in order to effectively manage and <br />motivate others. <br />Captain Katers explained he does not use just one management style. He uses a variety of styles <br />based on the situation. He said he uses participative or democratic if the situation allows. If a <br />decision has to be made quickly, he said he uses the authoritative style. He said he would prefer <br />a hands -off style if he could choose. He said if you trust the officers and what they do, you <br />would not need to micromanage. <br />11. Please describe the different roles of law enforcement and importance of crime - <br />prevention versus crime -fighting in a Police Department such as the Ramsey Police <br />Department. <br />Captain Katers answered he believes crime prevention looks at safety, and education to the <br />public. He said crime fighting is fighting crimes and responding to calls. He noted this is what <br />most officers got into law enforcement for. He commented this is getting to be a smaller portion <br />of the job description. Crime scenes can be more complex. The level of violent crimes has <br />dropped. He said there are less calls on robbery and assault, and more calls on quality of life <br />issues. He said it is important to have a crime prevention or education program. He suggested <br />the officers should be experienced in both crime fighting and education. <br />12.
