How will you develop and maintain the morale of the department throughout . <br />this process? <br />Captain Katers noted there is an annual performance review process. He said he would also look <br />at getting individual competencies from the Sergeant. He noted there are a lot of lessons to be <br />learned from business and leadership resources. He commented he would use the Sergeants <br />meetings held quarterly to discuss strengths and weaknesses. <br />Captain Katers responded the overall effectiveness of the organizational structure can be learned <br />through surveys. He noted there is a complaint process. He suggested getting feedback from the <br />community and internally. <br />Captain Katers said he will always listen to people's opinions. He said he understands there will <br />always be differences. There are 30 staff in the Police Department, and they will have different <br />opinions. He said it goes a long way with morale if people know they can have a voice and be <br />listened to. Each officer, Councilmember and management personnel is looking at an issue from <br />a different perspective. <br />13. Recent initiatives have been started in the Police Department including social media, a <br />fitness program for officers, improved squad cameras and GPS tracking in squad cars. <br />Describe how you would continue to build on these, or similar initiatives, to increase the <br />department's effectiveness. <br />Captain Katers remarked he has been involved in all these areas when they were implemented. <br />He said they are all good. He stated each officer hired since 2012 has to pass the fitness <br />standards. The feedback is that they like these initiatives. He added that to build on these, he <br />would assess them and determine if they are effective. He said he does not have an issue if any <br />of them need to be changed, or eliminated. <br />14. In order to avoid a conflict of interest or the appearance of a conflict of interest, <br />employees should not engage in any outside employment or activities that are <br />inconsistent, incompatible, or appear to conflict with their ability to exercise independent <br />judgment in the best interest of the City. Do you have any outside employment or <br />activities that might reasonably be regarded as creating a possible conflict of interest in <br />the even you were hired for this position. <br />Captain Katers responded no. <br />Human Resources Manager Lasher asked if there are further questions of the Council. <br />Councilmember Kuzma asked how Captain Katers would plan to interact with the Council. <br />Captain Katers answered he has had limited contact with some of the cases he has done. He said <br />he plans to be in contact through being involved in city events, and responding to emails and <br />phone calls. He said if a citizen's academy does come to fruition, he hoped the Council will be <br />involved.
