Absent: Commissioner LaMere. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Recommend Park Dedication for The Ponds Subdivision <br /> <br />Parks/Utilities Supervisor Boos explained that in April 2001 the Park and Recreation <br />Commission reviewed a sketch plan for a proposed plat now known as The Ponds. In June of <br />that year, the Developer and the Commission had detailed discussions on all aspects of the plat <br />including tree conservation. The Commission ultimately recommended that City Council <br />approve the Preliminary Plat request. <br /> <br />Parks/Utilities Supervisor Boos explained the plats proximity. He explained it is 87 acres in size, <br />and the western one-third is wetland. The development would be comprised of 261 lots, of <br />which 81 are proposed to be senior apartment units. Two-thirds of the units are townhomes, and <br />the rest are single family homes, served by municipal utilities. The park proposal is similar to <br />what the Commission looked at in June of last year. <br /> <br />The existing one acre trail comdor south of 145th Court should not be included in the gross area <br />for park dedication. Of the approximate total of 87 acres, it would be approximately one acre <br />less in determining park dedication. Parks/Utilities Supervisor Boos stated that Mr. Black <br />informed him that the trail corridor on the east could be increased. That would slide the <br />southwest and south tier lots counter-clock wise somewhat, which may relate to the cash park <br />dedication due. The City could defer the apartment units park dedication cash payment until the <br />City provided the site plan review for the apartment building. A due date must be agreed upon. <br />Park dedication and trail fees have always been due at the time of recording the plat. <br /> <br />Parks/Utilities Supervisor Boos summarized the memo he distributed. The memo provided some <br />recent background and a recommendation for park dedication. <br /> <br />When the Commission discussed this issue before, they recommended a trail be constructed <br />around the tower and along Dysprosium Street. Those trails that were shown on the plan in June <br />within the plat and parallel to County Road 5 should be constructed at the developer's cost. Staff <br />is comfortable that developer will meet the minimum requirements for tree conservation. <br /> <br />Mike Black, Royal Oaks Realty, explained that the biggest change is that this is no longer a PUD. <br />He said they are asking for zoning to implement the various land uses. Another change is that <br />there are 40 less units than the previous proposal. Also, there are more single family units, and <br />there is open space. The Council wanted the existing trail wider. In terms of the overall plan, <br />Mr. Black said that active park property should not be within the development. This <br />Commission wanted to see this as open space. There is a combination of cash and land <br />dedication. He stated that this is a moving target. The plan as shown does only have a 20-foot <br />corridor west of Iodine Street.
