to engineers and they said they can get 35 feet, which they will do. He noted that this is a little <br />mom dedication he is giving to the City. He said he was asked to talk to the Watershed District <br />about reducing the size of the ponding areas. He said he hasn't heard from the Watershed or the <br />DNR. <br /> <br />Mr. Black stated he was not prepared to fully accept the Staff's detailed recommendations on the <br />numbers. He asked that the park dedication be passed subject to the developer working it out <br />with Staff, or that they come back in a month with a detailed recommendation. He said he feels <br />confident that he can work with Staff and come to an agreement. <br /> <br />Chairperson Cook asked Mr. Black how he feels about holding off paying on the apartment <br />complexes until final plat approval. <br /> <br />Mr. Black said he was in favor of that. He mentioned he refers to the complex as a senior site. <br />He said the Planning Commission recommended approval of this plat. He said as this moves to <br />the Council vote, there is some concern over the density of the site. The land use plan calls for a <br />larger area of a high-density residential area. Some of the medium density apartments could go <br />into the high-density area. He said he was concerned that the Council may not support the <br />development at 82 units. He stated he didn't want to pay for more units than the amount he has. <br /> <br />Chairperson Cook informed Mr. Black that if this is not settled within a year, the rate could <br />change. <br /> <br />Mr. Black replied he understood that issue. He also mentioned that he had discussed some issues <br />with fees and was disappointed that he wasn't informed of the increase in fees. Because the fees <br />could go up, he indicated they may want to pay for them up front. <br /> <br />Chairperson Cook stated that the plat could be recommended to be approved and that park <br />dedication could be based on whatever the land happens to come out as, and the rest should be <br />paid for in cash. He said he approves of the amount of trail that will be put in. He asked if <br />sidewalks are planned. <br /> <br />Mr. Black answered that he will follow the City's rules and will put them in where needed. <br /> <br />Commissioner Rolfe stated he would like to see this presented when all the details are worked <br />out in order to see what the final plat will look like. <br /> <br />Parks/Utilities Supervisor Boos advised the Commission that they should author a motion to <br />provide general amounts of dedication or cash. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Johns to recommend approval of <br />Park Dedication for The Ponds Subdivision based on the preliminary plat, and the balance in <br />cash with trail fees computed upon the number of units receiving approval from Council, and <br />Stage 1 improvement trails being eligible for construction credit against the trail fees due. <br /> <br />Park and Recreation Commission/January 10, 2002 <br /> Page 3 of 7 <br /> <br /> <br />
