Commissioner Ostrum stated he is confident that Staff can work it out to the satisfaction of both <br />parties. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners Ostrum, Johns, Olds, and <br />Rolfe. Voting No: None. Absent: Commissioner LaMere. <br /> <br />Case #2: <br /> <br />Recommend Park Dedication for Edina Development's Townhouse Sketch <br />Plan <br /> <br />Parks/Utilities Supervisor Boos explained the purpose of this case is to recommend general Park <br />Dedication and Trail Fees for this proposed 24.11 acre Townhouse site. The Planning <br />Commission acted on the request for Sketch Plan review at their January 3, 2002 meeting. <br /> <br />He noted that the construction of a trail on the west side of T.H. 47 should be provided for. The <br />developer should identify some recreational opportunities within that site. To the south, there is <br />a sedimentation pond and some landscaping could be added to provide some open space. <br /> <br />Chairperson Cook suggested the same type of recommendation as the previous case be made for <br />this piece of land. He noted that because of the shape of the property, it looks as though if an <br />easement is allowed for, it would displace a third of the units. <br /> <br />Parks/Utilities Supervisor Boos noted that the land may not necessarily need to be easement. He <br />also noted that the trail doesn't need to be adjacent to T.H. #47, and may well be more valuable <br />away from it. The trails could be internal within the plat. <br /> <br />Parks/Utilities Supervisor Boos recommended that a suggestion be made to have the trail <br />continue down T.H. //47 within the lot, and address what the developer will do for recreation <br />with their residents. <br /> <br />Commissioner Olds stated that at the last Planning Commission, the possibility of working with <br />the lot to the west was brought up. There could be opportunities there that are not presenting <br />themselves today. <br /> <br />Parks/Utilities Supervisor Boos recommended looking at this issue. He said he preferred if the <br />trail stayed parallel to T.H. #47, and a trail is needed along Alpine Drive. He suggested that on <br />the north side adjacent to the wetland, there could be an opportunity for a picnic nook. <br /> <br />Case #3: Recommend Park Dedication for West Ramsey Industrial Park <br /> <br />Parks/Utilities Supervisor Boos explained that the Planning Commission recommended the <br />applicant proceed to Preliminary Plat stage for this item. The Park Commission's Park and Trail <br />Plan does not show park or trail needs on this site. There are two trail corridor alignments <br />proposed to the east that could ultimately extend west into the City of Elk River. One is parallel <br />to the tracks, and the other is aligned with the north side of T.H. Highway 10. Trail fees are not <br />required for commercial industrial subdivisions. Staff recommends that park dedication consist <br />of a cash payment for the one new 4.3 acre lot created. <br /> <br />Park and Recreation Commission/January 10, 2002 <br /> Page 4 of 7 <br /> <br /> <br />
