Motion by Commissioner Johns, seconded by Commissioner Olds to recommend park dedication
consist of a cash payment for the one new 4.3 acre lot, consistent with 2002 rates and charges for
industrial areas.

Motion carded. Voting Yes: Chairperson Cook, Commissioners Johns, Olds, Ostrum, and
Rolfe. Voting No: None. Absent: Commissioner LaMere.

Case #4: Approve Greenway Application

Parks/Utilities Supervisor Boos stated that Staff met with the Anoka County Soil and Water
Conservation District to collaborate on an application. The two areas of interest are the Trott
Brook and its tributaries and Elmcrest Creek. The primary outcome of the grant if it is awarded
would be soil and wetland inventorying. This information, and particularly the corresponding
mapping, would be useful for various aspects of trail planning and land management. It is
expected that most of the inventorying work would be performed by the Conservation District,
with few City staff hours needed.

Parks/Utilities Supervisor Boos added that this mirrors some of the work the City intended to
perform with regard to the Master Trail Plan including identifying trail corridors, eco systems
involved and public input. If the grant is approved, it will likely be a $35,000 dollar request.
Subsequently, some things the City planned on doing, they won't need to be replicated.

Commissioners Johns and Rolfe, and Chairperson Cook expressed support of this application.

Commissioner Olds questioned if there was sufficient time to fill the application out, since the
deadline is January 25.

Parks/Utilities Supervisor Boos answered there is and referenced the draft document. The
questions will need to be fairly well worked out within the week. He said that Burus Township
has entered an application and the Cedar Creek area received the grant this last year. He
explained it takes a great deal of effort to do the survey work, and an enormous amount of data
entry needs to occur.

Commissioner Rolfe asked if the final product be available in map form.

Parks/Utilities Supervisor Boos answered it will be in a digitized format. It will be of a detail
greater than needed for engineering purposes including a fairly comprehensive land cover
inventory. It will be explained to the Finance Committee, as well.

Case #5

Note January 22nd Finance Committee Agenda and Determine Commissioner
Availability

Parks/Utilities Supervisor Boos reminded the Commission of the January 22, 2002 Finance
Committee Agenda.

Park and Recreation Commission/January 10, 2002
Page 5 of 7
