Commissioner Johns stated the recreational aspect is harder to regulate than the open space. She <br />stated the open space issue is easier to set some concrete standards. <br /> <br />Mr. Boos stated that in other city's ordinances, open space is stated as lawn area. The <br />recreational aspect is reflected in two or three ordinances as no less than fifty feet in any <br />direction, so that the development is not dedicating a strip of land as the recreation area. <br /> <br />Chairperson Cook stated he liked the way Blaine has stated the recreation space. He reviewed <br />the Blaine ordinance with the Commission. He stated that what the City of Blaine had stated in <br />their ordinance could be used by the City of Ramsey with the stipulation of meeting the approval <br />of the Park and Recreation Commission. <br /> <br />Commissioner Johns stated that in one building this could be a game room in another building <br />this could be a pool. <br /> <br />Commissioner Olds stated the recreation should be based on the target area. <br /> <br />Chairperson Cook stated this would not be the Cities responsibility to find out what the target <br />market was; it would be the responsibility of the developer. <br /> <br />Commissioner Ostrum asked if there had been any resistance with any of the developers with the <br />kind of restrictions. <br /> <br />Mr. Boos stated there had not been any resistance in the City yet. He did not know if this was <br />because it was so new to Ramsey. <br /> <br />Mr. Boos stated the recreation for each unit should be left up to the developer. He stated the <br />requirements should be left up to the City. <br /> <br />Chairperson Cook stated they have had good results so far. The reason fOr having an ordinance <br />now would be to be fair and impartial so different developers who come in do not have a <br />problem. He stated the City should have some consistency regarding recreational area. <br /> <br />Commissioner Rolfe stated it would be interesting to see what the developers have to say <br />regarding providing open space recreation facilities or open space in townhome developments. <br />He stated it would also be interesting to see what the developers would recommend or what they <br />had encountered in other communities. <br /> <br />Mr. Boos stated that there would not be any easy way to find out without opposition. He stated <br />that some developers might not feel a recreation area is appropriate for their development <br />because the occupants would not want to pay for the upkeep of the area. <br /> <br />Mr. Boos stated another issue would be if there would be two townhouse projects, one would be <br />adjacent to the park, and the City would state the park would serve that private recreational need <br />as well as the publics recreational needs.
