their land. He asked if the development be more advantaged than the other development that
would have to develop recreational land within their development.

Chairperson Cook stated he did not think it would be wise to ask the developers to make an
ordinance that regulates them.

Commissioner Rolfe stated that the Commission would not ask the developers to make the
ordinance, just give some ideas.

Commission Johns stated that she would rather set some standards regarding the open space issue
and making sure there is some green space and that it is not driveway to driveway or house to
house. She stated the Commission should make sure each development keeps the green space
feel and set some standards for the open space. She stated the Commission should leave the
recreation space open and deal with that on a case-by-case decision.

Commissioner Rolfe agreed with Commissioner Johns.

Mr. Boos asked if Commissioner Johns was talking about green space, not recreation.

Commissioner Johns stated she wanted to have standards on the open space. The people who buy into the development would
be the deciders on what recreation would go into the development.

Chairperson Cook stated this would depend on the demographics. What he does not want is a
bunch of apartments to come in and not have any recreation available and then have the parks
become overwhelmed by the added residents because of the densities.

Commissioner Johns asked Mr. Boos if he needed the Commission to make a decision on this
right away.

Mr. Boos stated he did not think a decision would need to be made that night.

Chairperson Cook stated the reason he brought this up over the winter was to solidify this with
the upcoming developments. He thought it was good to have an ordinance. He stated it does not

Park and Recreation Commission/February 14, 2002
Page 4 of 13
