He stated he could see the Commission being swamped in a couple of <br />months with developers and so he would like to have this matter taken care of by then. <br /> <br />Commissioner Ostrum stated he would like to see the open space and open space activity dealt <br />with as separate issues. <br /> <br />Commissioner Olds stated this should be similar to what the City has for single-family housing. <br /> <br />Chairperson Cook stated the City had not had any problems with the developers in the past and it <br />would make it easier for the developer to sell with recreation areas. <br /> <br />Mr. Boos stated for the next meeting he would have more information and bring this back for <br />discussion. <br /> <br />Mr. Boos stated under case number three, recommend trail paving credit policy, they could have <br />a resolution containing both issues on a vague resolution until the City code rewrite is done. <br /> <br />Consensus of the Commission was to bring it back next month for discussion. <br /> <br />Case #2: <br /> <br />Recommend Park Dedication for Sunwood Estates (a.k.a. Anoka County <br />Community Action Program) <br /> <br />Parks/Utilities Supervisor Boos reviewed that at the February 7th, 2002 Planning Commission <br />meeting, the Commission approved the Sketch Plan for Sunwood Estates. He noted there is no <br />parkland proposed on the Park and Trail Plan map that relates to this 11.3 - acre site. The site <br />plan however, shows a County provided tot-lot as part of the project. This will be a privately <br />owned and operated playground dedicated for use by the occupants of the 30 rental units. There <br />are sidewalks on both sides of Sunwood Drive, and the site plan indicates private walks internal <br />to the plat and their connections. Staff recommends that the Commission consider the following: <br /> <br />1. Review the tot-lot to ensure it is suitable in size to serve to townhomes. <br />2. That the development agreement specifies that the tot-lot be perpetually operated by ACCAP. <br />3. That the site plan identify a future trail route over the ACCAP property parallel to Trunk <br /> Highway #47 and that a corresponding easement be dedicated at no cost to the City. <br />4. That cash satisfy Park Dedication for the 32 units equating to $54,400. <br />5. That the trail fee be satisfied by a cash payment of $12,800. <br /> <br />Commissioner Ostrum stated that at one time there was opposition to this from the neighbors. <br /> <br />Mr. Boos stated there was no opposition at the Planning Commission Meeting when this received <br />recommendation for preliminary plat approval.
