Mr. Boos stated that that Staff and at l~ast one member, if not more of the Planning Commission, <br />looked at the project and stated that development was tidy and well run. <br /> <br />Chairperson Cook asked if the dots along Sunwood Drive depicted replanted trees. <br /> <br />Mr. Boos stated this was the landscape plan. <br /> <br />Commissioner Ostrum stated that when this was looked at before there was a concern with the <br />buffer between Highway 47 and the development. <br /> <br />Mr. Boos stated the area to the south was required to do a sound study. He stated the Townhome <br />project to the South the required to do a combination of berming and a fence for sound. He also <br />stated the City is working with the developer to save some of the White Oak trees to the <br />southeast part of that plat. He stated he was not sure what was being done with the sketch plans. <br />He stated he was advised of noise level concerns. <br /> <br />Commissioner Ostrum stated the Commission was concerned with the added traffic coming off <br />Highway 47 into the development. <br /> <br />Chairperson Cook stated the main concern of the ole plan, was the tot-lot was adjacent to <br />Highway 47 and if there was an accident on Highway 47, the vehicle could go into the tot-lot <br />because there were no trees or landscaping. <br /> <br />Chairperson Cook stated that the new plan shows the tot-lot was moved over by Sunwood Drive <br />and the parking would be adjacent to Highway 47. He stated that the new plan was better than <br />the old plan. <br /> <br />Commissioner Johns stated this was a good change in the plans. <br /> <br />Mr. Boos stated the City was recommending a sound study be done and if the noise levels exceed <br />MPCA standards, the City would require the developer to provide some means to alleviate future <br />noise complaints due to traffic generated on Highway 47. <br /> <br />Chairperson Cook stated from the Commission viewpoint that the new plan was a better plan <br />than the old plan. <br /> <br />Mr. Boos stated he would not be surprised if there were changes made to the plat. He stated <br />there were no driveways with some of the units. He stated there was some concern regarding <br />that. <br /> <br />Mr. Boos stated it was appropriate that the Park Commission bring about a motion to recommend <br />park dedication and trail fees so this would not have to come back to the Commission unless <br />there would be a significant change. <br /> <br />Park and Recreation Commission/February 14, 2002 <br /> Page 6 of 13 <br /> <br /> <br />
