COMMISSION BUSINESS <br /> <br />Case #1: Review the Parks Five-Year Capital Improvements Plan (CIP) <br /> <br />Parks/Utilities Supervisor Boos explained that each year during the summer, the Park and <br />Recreation Commission begins the Capital Improvements Program (Cfi') process by examination <br />of the current, five-year plan. The Cfi' is revised to reflect opportunities and changing priorities, <br />and proposed projects are added to the last year of the plan, which in this case is 2007. After the <br />Commission is comfortable with the plan, a public hearing is held for final considerations before <br />forwarding to City Council's Finance Committee. The City Council will then adopt a Capital <br />Improvement Plan for 2003 as part of the over all budget in December of this year, which would <br />include the first year of the Commission's five-year plan. <br /> <br />Parks/Utilities Supervisor Boos presented the existing five-year Cfi'. He advised that it is <br />anticipated that the June 13th, 2002 joint meeting with City Council will focus on trails and the <br />Master Trail Plan process. Therefore, July would probably be the month that the Commission <br />would begin refining the C.I.P. in reaction to proposals discussed at this juncture. <br /> <br />Parks/Utilities Supervisor Boos noted in late fall a public hearing would be held to finalize <br />discussion of this plan and to adjust any items for final approval. The Commission reviewed the <br />park improvements schedule as set out from 2002 through 2007. He then described the different <br />funds available for funding the various park projects. <br /> <br />Parks/Utilities Supervisor Boos reviewed each project proposed for 2002 and explained how far <br />along each of the projects was at this time. He then reviewed the highlights from projects <br />scheduled for 2003-2007. <br /> <br />Parks/Utilities Supervisor Boos indicated the trail proposed along County Road #83, to be <br />completed in 2003, is growing in significance due to the elevated traffic on this roadway. He <br />stated the proposed trail would link the north end of Itasca Park to Central Park creating a several <br />mile loop around the City. <br /> <br />Parks/Utilities Supervisor Boos noted Titerud Park was scheduled for replacement of its park <br />play structures in 2003 to meet Consumer Product Safety Commission guidelines. He indicated <br />the original structures are from the 1980's and are due for replacement. <br /> <br />Commissioner Johns asked if there would be a park entrance/exit into the adjacent neighborhood <br />near Elmcrest Park. Parks/Utilities Supervisor Boos indicated clearing has been completed at the <br />neighborhood entrance and stated this should be completed yet this spring. <br /> <br />Parks/Utilities Supervisor Boos noted in 2005 the City is proposing to convert an untaxable land <br />south of the landfill into a revenue-generating municipal 9-hole golf course. He noted he was <br />excited for this project to help preserve the trees and maintain the wetlands on this site. <br />Parks/Utilities Supervisor Boos indicated another project for 2005 is the skateboard park in <br />Central Park. <br /> <br />Park and Recreation Commission/May 9, 2002 <br /> Page 2 of 4 <br /> <br /> <br />
