Parks/Utilities Supervisor Boos noted Lake Itasca Park has been allotted $300,000 over the years
2005-2007 for park improvements. He explained this is an estimate at this time and would be
sent out for bids with discussion to ensue in the future. Parks/Utilities Supervisor Boos indicated
the Trott Brook Trail Corridor was another large project proposed for 2006, which would connect
Elk River's Athletic Complex to Rum River Central Park in Ramsey.

Commissioner Ostrum asked if all 2002 projects were on schedule to date. Parks/Utilities
Supervisor Boos indicated he felt all projects were on schedule, but noted the weather was not
cooperating with much of the work trying to be completed. He felt that all work would be
completed in time for the citywide picnic.

Commissioner Johns asked how feasible it would be to have a trail from the Fox Ridge
Neighborhood to Elmcrest Park. Parks/Utilities Supervisor Boos indicated the property is in
place, but stated the trail was not budgeted to date. Commissioner Johns asked that this trail be
considered for budgeting and approval in conjunction with Elmcrest Park.

Chair Cook thanked Boos for the overview and indicated this was the beginning of the process.
He encouraged the Commission members to review each project and the funding available with
conjunction to each year the project is scheduled. Chair Cook noted it was important to make
sure the funding was used wisely within the city parks and trail systems.

COMMISSION/STAFF INPUT

· Note: Discuss joint meeting with the Horse Care Commission

Parks/Utilities Supervisor Boos stated the Horse Care Commission would like to schedule a joint
meeting to discuss what to do with Trap Rock Park. He stated it was time to address this issue.

· Note: Receive bid results from River's Bend surplus play equipment

Parks/Utilities Supervisor Boos reported that the bid for River's Bend surplus play equipment
was awarded and noted there was a surplus of funds.

· Note: Note joint meeting with City Council, June 13, 2002

Parks/Utilities Supervisor Boos reminded members of the joint meeting with City Council
scheduled for June 13, 2002 as this will be the kick off of the master trail plan.

Additional Discussion:

Commissioner Ostrum noted he drives by The Ponds Addition and indicated he is disappointed
with the developer and what he has done with this development. He explained almost all trees
have been removed from this site and explained this was not the original tree preservation plan
brought to the City.

Park and Recreation Commission/May 9, 2002
Page 3 of 4
