1) Reviev~ and Adopt 2004 Tax Levy and General Fund Budget <br />The Finance ~. ommittee recommended that the City Council adopt the resolution adopting the <br />2003, Payable! 2004 Municipal Tax Levy and adopt the resolution adopting the 2004 City of <br />Ramsey General Fund Operating Budget. <br /> <br />Motion by Co~tncilmember Elvig, seconded by Councilmember Strommen, to adopt Resolution <br />#03-12-327 adppting the 2003, Payable 2004 Municipal Tax Levy. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Strommen, Cook, <br />Kurak, Pearsot!, and Zimmerman. Voting No: None. <br /> <br />Motion by Co~ncilmember Elvig, seconded by Councilmember Strommen, to adopt Resolution <br />#03-12-328 adgpting the 2004 City of Ramsey General Fund Operating Budget. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Strommen, Cook, <br />Kurak, Pearsorl, and Zimmerman. Voting No: None. <br /> <br />2) Revie~ and Adopt 2004 HRA Levy <br />The Finance Committee tabled action for further information. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to table action. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />3) Authorization of the Issuance and a Awarding the Sale of $675,000 General <br /> Obligation Equipment Certificates of 2003 <br />The Finance Cbmmittee recommended that the City Council adopt the resolution authorizing the <br />issuance and a~arding the sale of $675,000 General Obligation Equipment Certificates of 2003 <br />and directed 'st~ff to draft a letter to the PACT Charter School immediately asking them to agree <br />to reimburse tl~e City for the $13,750 cost incurred. <br /> <br />Motion by Cotinciimember Elvig, seconded by Councilmember Cook, to adopt Resolution #03- <br />12-329 autho~zing the issuance and awarding the sale of $675,000 General Obligation <br />Equipment Ceitificates of 2003 and directed staff to draft a letter to the PACT Charter School <br />immediately a~king them to agree to reimburse the City for the $13,750 cost incurred. <br /> <br />Further discusaion: Councilmember Kurak inquired if the City was tied to purchase the items on <br />the list. Finar~ce Officer Lund replied no. She explained that the only requirement is that the <br />item purchasesihave to have a life expectancy of the terms of the bond. <br /> <br />Motion carriedI Voting Yes: Mayor Gamec, and Councilmembers Elvig, Cook, Kurak, Pearson, <br />Strommen, and Zimmerman.
