Case #7: <br /> <br />Request for Final Plat Approval of Highlands at River Park 4Ih Addition; <br />Case of Arcon Development <br /> <br />Assistant Community Development Director Trudgeon stated that Arcon Development has <br />submitted a final plat for the subdivision of property generally located north of Alpine Drive <br />between Zuni Street and Yakima Street NW. The property is approximately 4.81 acres in size <br />and the applicant is proposing to develop ten, single-family lots served by City sewer and water. <br />The City Council approved the preliminary plat at its November 26, 2002 meeting. Net density, <br />which excludes wetlands and State, County, and MSA roads, has been established at 2.2 units per <br />acres. The development will be served from the new Yakima Street within Highlands at River <br />Park subdivision by the public cul-de-sac approximately 500 feet in length. All of the lots meet <br />the minimum dimensional requirements. The grading, drainage, utility, and street plans are <br />generally acceptable subject to the points raised in the staff review letter dated December 12, <br />2003. Staff recommended approval of the final plat subject to compliance with staff review letter <br />dated December 12, 2003, and the execution of the Development Agreement between the city <br />and the developer. <br /> <br />Councilmember Strommen stated that she had noticed that there was some direction previously <br />given to the Environmental Policy Task Force (EPTF) regarding buffering and she did not <br />believe that the EPTF ever received that direction. She questioned if that direction should still be <br />forwarded to the EPTF. <br /> <br />Councilmember Kurak stated that the issue was originally forwarded to the EPTF because the <br />City did not have a tree preservation ordinance in place. She inquired if what was being <br />proposed in the final plat complies with the tree preservation ordinance. <br /> <br />Assistant Community Development Director Trudgeon explained that the City Council granted <br />prelhninary plat approval in 2002 prior to the implementation of a tree preservation ordinance. <br />The tree preservation plan for this project was negotiated between the City and the developer. <br /> <br />City Attorney Goodrich recommended that the following language be added to the motion: <br />"subject to the conditions that existed at preliminary plat approval." <br /> <br />Assistant Community Development Director Trudgeon noted that about 30 trees will be removed <br />for' streets and grading, but all other lots -will be custom graded and reviewed by staff. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to adopt Resolution <br />#03-12-338 approving the final plat for Highlands at River Park 4"' Addition subject to the <br />conditions that existed at preliminary plat approval, compliance with City staff review letter <br />dated December 12, 2003, and the developer entering into the Development Agreement with the <br />City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Pearson, Cook, Elvig, <br />Strommen, and Zirmnerman.
