Assistant CoMmunity Development Director Trudgeon stated that Greg Bauer is proposing a minor <br />subdivision 'f~ the purpose of reconfiguring two' existing lots. One of the lots has an existing <br />residence locaied on it (7210 - 161 st Lane). The total area to be subdivided is 14.17 acres and Mr. <br />Bauer would like to create a 2.5-acre parcel and a 11.67-acre parcel. The subject property has <br />frontage on:lS1s' Lane and 160th Lane. Lot 2 as shown is deficient of'the required 200-foot lot <br />width require4 at the street frontage. The primary access will come from the 66-foot right-of-way ' <br />for 160't' LanelNW. The Ramsey Board of Adjustment granted a variance to the 200-foot lot width <br />at their meetifig on October 2, 2003. It should be pointed out that Lot 2 has an additional 105 feet <br />of frontage along 161st Lane. Mr. Bauer is requesting that he be able to conStruct a private <br />driveway witt~in the 160th Lane NW rig~ht-of-way. At a previous work session, the City Council <br />indicated thatl they would find this acceptable as long as future right-of-way for the possible <br />extension of 1 ~51st Lane NW is preserved as an easement. If the property were to be redeveloped in <br />the future, 16Q'~ Lane NW would be improved and extended to Mr. Bauer's property. The City has <br />received a legOl description for the 66-foot road easement. This easement will need to be recorded <br />at the same t'.b~ne the final plat is recorded. Staff recommended final plat approval of Trappers <br />Ridge subject[ to icompliance with City staff review letter dated December 12, 2003 and the <br />applicant enteging into a development agreement with the City. <br /> <br />Assistant Community Development Director Trudgeon noted that Mr. Bauer has concerns with <br />the language iiqcluded under Section IV 12a because it would allow for the City to extend 161st <br />Lane NW if t~e property to the west is developed even if Mr. Bauer is not ready to develop his <br />land. <br /> <br /> · <br />Counmlmember Strommen inquired as to what the significant barriers are that impact the <br />placement of a road. <br /> <br />Assistant Community Development Director Trudgeon explained that there is a county ditch and <br />a very large wetland. <br /> <br />Councilmember Kurak stated that she was mostly concerned with Olivine coming through the <br />property. She!inquired if there will be adequate room for Olivine to come through the property. <br /> <br />Assistant Co ~mmunity Development Director Trudgeon reviewed a re-subdivision plan indicating <br />how Olivine $~reet would be constructed through the property. <br /> <br />Councilmembbr Kurak inquired what the significance was to have 161s' Lane go through the <br />property. ~ <br /> <br />Assistant Corr[munity Development Director Trudgeon explained that at this time the City would <br />be receiving ai66-foot easement that would be recorded with the County. The easement opens up <br />the possibilityifor the road to be extended to the west. <br /> <br />Councilmembier Kurak inquired if at this point does the City need an easement. <br /> <br />Greg Bauer, 5~941 148tu Avenue NW, Ramsey, stated that it was under the understanding, when <br />he discussed t!~e subdivision with the City Council, that the easement would be controlled by him <br />until the time he was ready to develop the property. <br /> <br />City Council/December 16, 2003 <br /> Page 17 of 32 <br /> <br />P87 <br /> <br /> <br />
