Preliminary ,Plat Review: Ramsey Town Center 2nd Addition <br />January 30, 2004 <br />Page 3 of 6 , <br /> <br /> As discussed as part of the setback discussion-for the back-to-back units, all driveways <br /> ~br tl{e condominiums will meet the 25-foot length requirement. <br /> <br />Public/P~rivate Streets. The plat shows a combination of public and private streets. As <br />directed [by Stall' as part of sketch plan review, a public street (Olivne St.) bisects the <br />development and the northern east-west road (146th Ave.) is now public. All' public streets <br />will be ai least 32 feet wide in accordance with City street standards. <br /> <br />The city btandard is tbr all private streets to be under 600 ft. The loop street on the east side is <br />over 600'~ feet long. We looked at where 600 feet fell measured from the north entrance, <br />around tge north end and down the east street and also from the south entrance, around the <br />south en~t and up the east street. Station 8+00 of Street Horton-07 is -605 feet from each <br />entrance~ This geometry will be pointed out to the City Council for their review. <br /> <br />Staff hasl the following comments on the submitted street plan: <br /> <br />· The minimum curb radii for private streets is 25' The radii shown do not meet this <br /> minimum standard. <br />· The '~ity standard tbr vertical curves in streets is 20x the algebraic difference or 100 ft. <br /> Several of the vertical curves do not meet this standard. <br />· The iangle att intersections of private streets must be 75°. The follo~ving intersections do <br /> not meet this requirement: <br /> Olivine Street and Horton 2 <br /> Olivine Street and Horton 5 <br /> Horton 2 and Horton 3 <br /> Horton 5 and Horton 7 <br />· The !city is in the process of adopting a sight triangle ordinance controlling setback <br /> distances from intersections. Graphical analysis of the plans indicates all of the <br /> interlections will meet the new standard. <br />· A tra~il is required along the west side of Ramsey Boulevard. This is not shown on the <br /> plami. <br />· The Association covenants must spell out the permanence of the association maintenance' <br /> o f' th~ private streets. Private streets will not be eligible for transfer to public maintenance <br /> in the tS~ture. <br />· The development is providing 15 parking nodes along the private streets east of Olivne <br /> Stre6t. The parking areas will be pull-in parking spaces. As a result of discussions with <br /> the C,:ity Council the development is also now proposing to provide five parallel parking <br /> space:s along the nod:hern private road. The private road will have cutouts fbr the parking <br /> areasl. <br /> <br />()pen Space: You have proposed several areas of open space. The western open space will be <br />behind the ri>w house units and will contain landscaping, an arbor, benches and special pavers. <br />This open :q~ace will also contain two "rain gardens" tiaa[ will treat the stormwater runo~'f prior' <br /> <br /> <br />
