Konzak: <br /> <br />As you are aware, the City'has been gathering information regarding your request to install an <br />electric fence around the boundary of your lot. As you are also aware, the City has ridded <br />numerous calls from surrounding neighbors voicing their concern with this idea. <br /> <br />Alfer many discussions within the Community Development department, site visits by the <br />CommunitY. Development Assistant, Environmental Specialist, as we[1 as Councilmember Elvig, <br />'the City has made a determination based on the following items: ~ <br /> <br /> That the lot of record is roughly 10 acres in size; <br />2. That there is an existing electric fence on the property (inside the tree line) which is used <br /> to corral horses maintained on the property; <br />3. That to initiate a management plan for the stand of pine trees (inclUding removal of dead <br /> and/or dying trees), the existing fence needs to be relocated to avoid damage from felled <br /> trees; <br />4. That'through site inspections around the perimeter of the property, Staff was able to <br /> confaTn that there is encroachment onto the lot of record by some surrounding properties. <br /> Said encroachments include, but are not necessarily limit:ed to a drain field, yard waste, <br /> spoils, and miscellaneous debris; and <br />5. That a number of surrounding neighbors have concerns regarding th'e public's safety, with <br /> an electrified fence adjacent to their property. <br /> <br />The City of Ramsey has determined that an electric fence would be permissible as a containment <br />system for the horses on the lot of record. However, an electric fence Will onb' be permitted <br />under these Specified conditions: <br /> <br />· ,:\ wire-strand ~'ence be constructed that is not electrified; <br />· There be arms extending a minimum of one (13 foot inward (to~vard the inside.of your <br /> property) to hold the electrified strand(s) of wire; <br />° The fence is located [00% on the lot of record and the responsibility, of accurately <br /> locating the property boundaries is that of the owner of the lot of record; and <br />· Tim voltage and amperage of the electric ~'ence does not exceed industry standards. <br /> <br />are rectuesring your response no inter than .July 3, ~.00.~. :f this is acceptable to you, the <br />:hen send out notices to the surrounding neighbors to inform the outcome.
