If, for any reason, the Konzak's are not able to comply to the existing code regarding
fencing and do not agree'to fencing that is acceptable to tile families adjoining their
property, then the City of Ramsey should put Konzak's request on hold until an
ordinance can be established regarding electric fences. The Konzak's should continue to
use the existing electrical fence that is on their property to contain their horses until a
City ordinance regarding electrically charged fencing is openly debated, discussed and
adopted. For the Ciw of Ramsev to approve an electricallv char~ed fence 6 inches from
the propert.v, line that adjoins 13 residential properties is unacceptable.

I also want to point out how important the process is in reaching a fair conclusion to this
matter that minimizes acrimony among neighbors and your constituents. It is the
responsibility of the City and its appointed and elected representatives to serve citizen's
fairly and openly. At this point, [ am not aware that any of the surrounding neighbors
were directly involved in Chris Anderson's cun'ent proposal except for the Konzaks.
However, I do know that several, letters were sent out to the Konzaks from the City
concerning this issue. Chris Anderson's proposal is not based on due regard for the 13
families that surrounds the Konzak property nor basic principles of fairness and
democracy.

The Community Development Committee needs to consider the long range plans that
Ramsey has for the City and do more to recognize the fact that Ramsey is less and less
rural every day. Currently Ramsey is growing very rapidly, with 2000 townhouses being
built, and with a new Town Center in process. I do not see how an electrical fence that
would run along 13 residential properties would be in the best interest of the future of
Ramsey, the residents who have lived here for over 15 years or be consistent with
Ramsey's developmental progress.

Please infmrn me of the next steps forward in reaching a reasonable decision.

Sincerely,

Beverly Kleckner-Thiele
Dean Thiele
