Mayor Gamec aye <br /> <br />Motion carriedi <br /> <br />Case #3: <br /> <br />Adoption of the Final Highway #10 Alternative Urban Areawide Review <br />(AUAR); Case of City of Ramsey <br /> <br />Assistant Community Development Director Trudgeon stated that on September 23, 2004 the <br />City Council authorized the release of draft Highway #10 Alternative Urban Areawide Review <br />(AUAR). The release of the draft AUAR triggered a 30-day review period that ended on <br />November 12, 2004. Under the AUAR process, the City must respond to all comments and send <br />out the responses to agencies and persons making the comments. These responses were received <br />by the appropri~ate persons/agencies on January 12, 2004. Persons and agencies then have ten <br />business days to object to the City's responses. This ten day period ended on January 23, 2004. <br />The City received no objections to its responses. <br /> <br />The Council discussed the use of RALF funds and when those funds would be paid out. It was <br />noted that RALF funds are funds the City would receive for acquiring right of way. <br /> <br />Councihnember Strommen stated that a couple of the agencies had some questions about the <br />storm water and ponding and the response was that the City was not actually building <br />infrastructure at this time. She thought the agencies were mainly concerned that there would be <br />adequate land for ponding and storm water in the future. <br /> <br />Assistant Community Development Director Trudgeon replied that the response was sent back to <br />those agencies and they did not respond. <br /> <br />Councihnember Strommen inquired if the City is planning on complying with the MNRA <br />because there are some really strict guidelines. <br /> <br />Assistant Com~nunity Development Director Trudgeon replied yes. <br /> <br />Councilmember Pearson inquired how storm water runoff will be addressed. He questioned if <br />the City wi I1 be:responsible for the storm water runoff from the Highway. <br /> <br />Assistant Community Development Director Trudgeon replied that he would assume the CUlTent <br />drainage system is not adequate, but any new storm water management practices would have to <br />be adhered to m~d would be a State cost; however, they do see a lot of opportunities with the <br />Town Ccnter to combine a lot of those things together. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to adopt Resolution <br />#04-01-018 approving the Final Highway #10 AUAR. <br /> <br />Further discussion: Assistant Community Development Director Trudgeon noted a few typos <br />that needed to be changed in the resolution. <br /> <br />City Council/January 27, 2004 <br /> Page 5 of 9 <br /> <br /> <br />
