Motion by Councilmember Kurak, seconded by Councilmember Cook, to introduce an ordinance <br />establishing franchise fees on gas and electric utilities at the rate of $3.00 per residential meter <br />and $6.00 per commercial meter with a sunset clause of December 31, 2006, and the City <br />Council reviewing the status of the franchise fee every six months. <br />Further discussion: Councilmember Zimmerman inquired as to how much the City received in <br />increased tax valuation. Mayor Gamec replied nothing because the State took away increased tax <br />valuations for 2004. <br />Motion carried: Voting Yes: Mayor Gamec, and Councilmembers Kurak, Cook, Elvig, Pearson, <br />and Strommen; Voting No: Councilmember Zimmerman. <br />Case #3: Reschedule November Meetings <br />City Administrator Norman stated that the City Council work session, which would regularly be <br />held the first Tuesday of the month, needed to be rescheduled due to the Anoka- Hennepin School <br />District election. In addition the regular City Council meeting for the second Tuesday of <br />November falls on November l I"', which is Veteran's Day. City Hall will be closed on the 11 <br />i►i observance of Veteran's Day, therefore, that meeting will also have to be rescheduled. <br />Motion by Councilmember Strommen, seconded by Councilmember Kurak, to schedule the <br />following ►neetings: <br />• Budget Work Session October 27, 2003 at 1:00 p.m. <br />• City Council Work Session on November 3, 2003 <br />• Regular City Council meeting on November 10, 2003 <br />Motion carried, Voting Yes: Mayor Gamec, and Councilmembers Strommen, Kurak, Cook, <br />Elvig, Pearson, and Zimmerman. Voting No: None. <br />Case #4: Request for Comprehensive Plan Amendment; Rivlyn Avenue; Case of City <br />of Ramsey <br />Assistant Community Development Director Trudgeon stated that the City Council met in a work <br />session on October 7, 2003 to discuss the possibility of making the parcels mixed -use, but <br />indicated that they felt that low density residential was a better classification. The Council <br />instructed staff to bring forward the Comprehensive Plan Amendment changing the land use <br />designation from Places to Work to Low Density Residential. <br />Motion by Councilmember Zimmerman, seconded by Councilmember Strommen, to adopt <br />Resolution #03 -10 -276 approving the land use change for properties located on Rivlyn Avenue <br />from Places to Work to Low Density Residential. <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Strommen, <br />Cool, Elvig, and Pearson. Voting No: None.
