the water to drain through the ditch system. It was staff's recommendation that the pond be <br />outictted to the east ditch to minimize the impact on the residents. <br />Councilmember Pearson inquired as to what type of lighting is being proposed because he wants <br />to make sure the lighting impact is minimal on the existing residents. <br />Community Development Director Frolik replied that the applicant did submit the proposed <br />lighting plan, but the City Engineer has not had time to review the plan. Any approval would be <br />contingent upon the City Engineer review and approval of the lighting plan. <br />Assistant Director of Public Works Olson noted that the revised plan does show that the residents <br />are quite protected. <br />Councilmember Cook inquired if it was possible to table action since there are so many <br />outstanding issues. <br />Assistant Director of Public Works Olson replied that the developer would like to get started <br />because it will be getting cold very soon. <br />Neil Frazen, lawyer representing Pearson Investments, LLC, stated that the issue with the curb <br />cut is that they have a limited amount of available land in front of the service bays in order to <br />accomplish entry and exits into the service bays. What they were proposing is the same as what <br />Shorewood RV has for their service bays. <br />Councilmember Elvig inquired if there would be customer travel around the entire building. <br />Rick Olsen, SEH Architect, stated that typically there are customer traffic routes around the <br />entire building., but the area where units are being stored for service is typically gated off with a <br />security fence. <br />Assistant Director of Public Works Olson inquired if it would be possible to move the building <br />back to accomitâ–ºodate a better access. <br />Mr. Rick Olsen replied that the turning radius on the south side of the building accommodates <br />the smaller units, but it will not accommodate the larger units. <br />Councilmember Elvig stated that he was in favor of the wider cut at 100 feet, simply because he <br />has experience with driving a large motor coach. <br />Assistant Director of Public Works Olson suggested that they receive some input from the Police <br />Department prior to approving the width of the drive to make sure they do not feel it will cause <br />any safety concerns. <br />Councilmember Kurak inquired if there was a way to allow them to move forward with grading <br />and yet still come back with a plan with some of the concerns addressed. <br />City Council /October 14, 2003 <br />Page 21 of 30 <br />
