Councilmember Elvig stated that he thought it was a great looking building. He inquired if in the <br />future it would be possible to limit the amount of blacktop for parking based on need because <br />there seems to be a lot of extra parking spaces that sit vacant when you drive through the <br />business areas. <br />Assistant Community Development Director Trudgeon replied that in this situation they are <br />meeting City Cede, but staff would be very willing to discuss the possibility of allowing for some <br />flexibility based on usage. <br />Motion by Cowicilmember Elvig, seconded by Councilmember Kurak, to approve the revised <br />site plan for the Ramsey Professional Building contingent upon compliance with City staff <br />review letter dated September 23, 2003, revised October 10, 2003. <br />Motion carried.: Voting Yes: Mayor Gamec, and Councilmembers Elvig, Kurak, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br />Case #10: Request for Site Plan Review of Pleasureland RV Center; Case of Pearson <br />tnvestments, LLC <br />Community Development Director Frolik stated that Pearson Investments, LLC is proposing to <br />construct a 10.5 -acre RV sales and service center on the property generally located on Riverdale <br />Drive at Alpaca Street and U.S. Highway 10. The proposed sales and service center includes an <br />18,900- square -foot building that will house 10 service bays and office space. The subject <br />property is zoned B -2 Business; RV sales and service are a permitted use in this district. The <br />proposed building exceeds the required front, rear, and side yard setbacks. A 20 -foot wide green <br />space is shown adjacent to all roads. The proposed development is adjacent to residential <br />property to the south. In this situation, City Code requires a 50 -foot buffer yard and an increase in <br />the number of plantings required. A fence (for screening purposes) is shown along the portion of <br />the southern boundary of the development. The revised landscaping plan is generally acceptable, <br />subject to comments contained in the Staff Review Letter. The proposed building meets <br />architectural standards for finish materials. The Planning Commission directed the applicant to <br />work with Staff and neighbors in regards to the fence, drainage, and access to the site from <br />Riverdale Drive. The applicant has submitted a revised grading and drainage plan since the <br />original submittal. This revised plan shows two sizable detention ponds intended to manage the <br />development's storm water on -site. The slope on the pond located on the southern lot does not <br />meet City standards in terms of its slope. Staff still has concerns about the impact of the project's <br />drainage on neighbors to the south. The revised site plan submittal shows realigned accesses onto <br />Riverdale Drive, but still shows a 108 - foot -wide access to the RV service building. Staff stood by <br />its recommendation that this access be narrowed. <br />Assistant Director of Public Works Olson stated that there was a lot of concern with the site plan <br />because of the overflow that is provided for the area that goes through a residential area to the <br />river. The developer has stated that they will completely contain a 100 -year event on their <br />property and anything above that would flow through the ditch system.
