Dh'ector of Public Works/Fire ChiefKapler explained that it is easy for staff to keep a grip on the <br />fixed costs, but.it's the variable things that can cause a problem. <br /> <br />Mayor Gamec noted that they might need to look at how they divide up the park dedication fees <br />again. <br /> <br />Councilmember Cook explained that the reason districts were created was to assure developers <br />that the park dedication they were paying was staying within the area they were developing. <br /> <br />The City Council discussed at length the parks that currently exist in the City and future plans for <br />City parks. <br /> <br />Mayor Gamec suggested that after the first of the year the Council should schedule a joint <br />meeting with the Park Commission to discuss some of the park issues. <br /> <br />Councilmember Kurak stated that as the cn~ relates to land acquisition; the EDA is looking at <br />utilizing cDBG funds and EDA funds to purchase the BMA, KIH Erecting and B & A <br />properties. The asset of purchasing the land is that it is quite likely that there will be an <br />interchange for Highway #10 at the buildout of Town Center and would keep the City from <br />having to go through condemnation to acquire the property. In addition, the EDA is looking at <br />creating a TIF district in the area. <br /> <br />Councihnember Zimmerman inquired if Public Works will need more land with the addition of <br />Town Center. <br /> <br />Director of Pnblic Works/Fire Chief Kapler stated that as part of the acquisition discussions he <br />would like to dlscuss the possibility of some additional land for Public Works. He noted that he <br />would make a formal request to discuss the issue. <br /> <br />Mayor Gamec Stated that one of the things that may be very beneficial for City Council members <br />would be to take a tour of some of the key areas in Ramsey. <br /> <br />Councihnember Zimmerman inquired if the City knows exactly what is going to be required of <br />them as part of each phase of the Town Center. <br /> <br />Councilmember Elvig stated how quickly things occur will depend on how swiftly things begin <br />developing in the Town Center. <br /> <br />Councilmember Zimmerman inquired if the City was going to construct the entire length of <br />Sunwood Drive from Ramsey Boulevard to Armstrong Boulevard in the first phase. <br /> <br />Mayor Gamec replied yes. <br /> <br />Counci h-nember Zinqmerman inquired if the Council was committed to sticking with the plan. <br /> <br />City Council Work Session/December 1, 2003 <br /> Page 4 of 7 <br /> <br /> <br />
