The Council replied yes.

The Council encouraged staff to schedule a goal setting session so that the Council can discuss
some of these sessions at length.

3) Equipment Certificates

Councihnember Elvig explained that at the end of the last City Council meeting, the Council
briefly talked about increasing the dollar amount of the equipment certificates for capital
improvement items since interest rates are so low. Since that time he has been working with staff
on the issue and encouraged staff to not go with the bear minimum if there are things that the
City is in great! need of since the bond rates are so low. After reviewing some of the needed
capital items the additional amount was increased to $350,000 compared to the $147,000
previously discussed. He stated that he could not think of any place where they could get
$350,000 with i~nly $21,000 of cost. Mr. Elvig stated that he was completely in favor of adding
such equipment as a sidewalk machine and snow blower this year with interest rates being so
low.

Councihne~nbei' Kurak questioned if there was really a need for a $42,000 tree spade.

Director of Public Works/Fire Chief Kapler explained that the City currently does not relocate
trees, but with all the development occurring it would allow the City to save a lot of trees.

Counci hnember Kurak replied that she thought that was the responsibility of the developer.

Director of Public Works/Fire Chief Kapler replied that it is, but it would give the City some
more flexibility for saving trees.

Councihnember Kurak stated that in difficult times there is probably something better they could
spend the $42,000 on.

Counci I member Elvig stated one of the items he had looked at was a paving machine.

Councihnember Zimmerman stated that purchasing some sidewalk equipment would be
beneficial.

Councilmember Elvig inquired if it was possible to deviate from the list after the bonds are
i ssucd.

Finance Officer Lund replied yes.

Director of Public Works/Fire Chief Kapler noted that it was staffs opinion that they could use a
tree spade more than a paving machine.

City Council Work Session/December 1, 2003
Page 5 of 7
