Motion carried. Voting Yes: Chairperson Cook, Commissioners Ostrum, Olds, Johns, Rolfe,
and Shryock. Voting No: None. Absent: Commissioner LaMere.

COMMISSION BUSINESS

Case #1: Recommend Park Dedication for Wildlife Sanctuary 3rd Addition

Parks/Utilities Supervisor Boos stated the purpose of this case was to recommend Park
Dedication for the proposed 46 unit subdivision entitled Wildlife Sanctuary 3rd Addition. This
plat was currently at the sketch plan phase. The Developer has been asked to prepare for the
meeting, a composite of all that is currently proposed or approved relating to development North
of Alpine Drive and in between T.H.#47 and Co. Rd. #5. Earlier this year when reviewing all the
development in this area, the Commission discussed the need to identify open space sitting in the
vicinity for the future. While the Commission recognized the Municipal Center property as
potentially meeting that need - it was also acknowledged that each subdivision that comes in for
review, cannot be judged as an isolated project.

Parks/Utilities Supervisor Boos stated the title should read Wildlife Sanctuary 3a Addition. He
explained the developer was supposed to be at the meeting but he did not know what happened to
him and why he was not there. He stated there was some discussion as to whether there needed
to be some park land while discussing Wildlife 2nd Addition and so he contacted the developer
requesting all the subdivisions be shown to determine what was needed for open space. He
stated he was looking for Elmcrest Park to provide more elaborate open space for the community.

Parks/Utilities Supervisor Boos stated he did not have any specific recommendations at this time.

Chairperson Cook stated they should table this until they receive more information.

Parks/Utilities Supervisor Boos stated he did not know where the Developer was in regard to
this.

Chairperson Cook stated they still had more time before final plat approval.

Commissioner Ostrum asked if they should make a motion stating they wanted to see more
information before making a decision instead of tabling this.

Parks/Utilities Supervisor Boos stated they could do this.

Chairperson Cook stated they had to indicate the reason they are not moving on this was because
they did not have the information needed to make a decision. He stated he wanted to make it a
point that there needed to be more recreational areas for the developments coming into the City
because at this point there are not any. He stated they needed to make up a decent ordinance to
provide and maintain a facility in the developments.

Commissioner Rolfe stated they tried this before and it did not seem to work.

Park and Recreation Commission/October 10, 2002
Page 2 of 5
