Minnesota and they do not know anything about the arena because it is not large enough for a <br />show. Other than mowing grass, it is the only upkeep the City of Ramsey pays for where <br />residents can bring their horses. <br /> <br />Commissioner Ostrum stated at the last meeting, it was not their intention to dismantle <br />everything. There was some concern regarding the arena itself. <br /> <br />Mr. Shumway stated if they needed someone to upkeep the inside of the arena, he has the <br />machinery to dig up the sand. He stated the tall building is an eye sore and they told the people <br />the most they would put in there is some grandstands and he does not know how that building <br />was erected. He stated 4H is a good user group but they are also too large so they are using other <br />arenas. <br /> <br />Commissioner Johns queried if the City were to keep the arena and maintain it, they would use it <br />for practice. <br /> <br />Mr. Shumway stated they could put on shows but there would be a lot of complaints from <br />neighbors. <br /> <br />Commissioner Johns asked if the actual ring in the park is large enough. <br /> <br />Mr. Shumway stated the ring is regulation size. <br /> <br />Commissioner Shryock stated there were concerns about leveling the ground in the arena. She <br />stated they might also decide to take the building down to stop vandalism especially if the horse <br />board does not need it. <br /> <br />Mr. Dell Fredericks, 158th Avenue stated they might only need the observation tower for barrel <br />racing. <br /> <br />Mr. Shumway stated that they do not even need it for that because they use the clocks on the <br />ground. <br /> <br />Commissioner Ostrum asked what the horse board would want to do with the area now and in the <br />future. <br /> <br />Mr. Shumway stated they would like to keep it to train horses. <br /> <br />Associate Planner Wald asked if they needed to have the riding arena or could it come down. <br /> <br />Mr. Shumway stated they would need an arena there for horse training. <br /> <br />Chairperson Cook asked if the Commission agreed at a previous meeting they would take down <br />the arena this fall and then build a new arena if it is deemed. <br /> <br />Parks/Utilities Supervisor Boos stated that is what he thought was agreed to. <br /> <br /> Park and Recreation Commission/November 14, 2002 <br /> Page 3 of 9 <br /> <br /> <br />
