Chairperson Cook stated his understanding was they could take down the arena and build a new <br />arena in the spring if the arena was needed. He stated they would use new materials so it would <br />require less maintenance. He stated he thought it was time the City do something that will <br />require less maintenance. <br /> <br />Mr. Shumway stated the telephone posts in the arena are the best material and least maintenance <br />material and should be left in there. He stated the rails could be replaced. <br /> <br />Chairperson Cook stated they could replace some material at the arena with green treated <br />materials. He stated the main thing is where they are at right now, is not useable for anyone. He <br />stated maybe they could put in some things that will be more useable to the community. <br /> <br />Mr. Fredericks stated he talked to Dean Kapler and Councilmember Hendriksen about safety <br />concerns and the parties going on there with kids. The other concern is there was a horse group <br />with Ramsey that was chartered with Ramsey to do the upkeep and now they no longer have <br />anything to do with it so the park has been unmaintained and has started to get run down. He <br />stated the last time the park was used for a horse show, the residents were upset with people <br />running their vehicles over the boulevards and leaving trash and straw behind and also with <br />people taking water from residences without permission. He stated he does have a concern with <br />the City using green treated lumber and their houses with wells and septic systems and the <br />materials seeping into the ground. <br /> <br />Chairperson Cook stated the lumber that has been treated in the last year is safer than the <br />creosote treated posts that are in the arena now. <br /> <br />Mr. Fredericks stated they did have covenants in his development but there were so many new <br />owners that they usually ask permission of other owners to do something instead of following the <br />covenants completely and there is not anyone in the neighborhood anymore that has horses. <br /> <br />Chairperson Cook stated some of the issues the neighbors have are the ones with vandalism and <br />calling the police. He stated they should put some barriers in to keep people from entering <br />without permission. He stated he does not have a problems with putting a horse arena back in <br />but they should allow other uses in the park to keep vandals out and the main emphasis would be <br />to get something back in there for the horse use and also for other uses without conflicting the <br />horse use. <br /> <br />Mr. Fredericks stated he did agree the building should be taken down. <br /> <br />Chairperson Cook asked if there were still some people with horses in the neighborhood. <br /> <br />Mr. Fredericks stated there are no more horses in the neighborhood.
