Commission is expected to approve this Minor Subdivision at their regular meeting on <br />November 7th, 2002. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner LaMere to recommend that Park <br />Dedication be satisfied by $1,700 cash payment and that the Trail Fees also be satisfied by a cash <br />payment of $400. <br /> <br />Motion carded. Voting Yes: Chairperson Cook, Commissioners Ostrum, LaMere, Johns, Olds, <br />Rolfe, and Shryock. Voting No: None. Absent: None. <br /> <br />Case #5: Recommend Park Dedication for Highlands at River Park 4th <br /> <br />Parks/Utilities Supervisor Boos stated the purpose of this case is to recommend Park Dedication <br />and Trail Fees for the proposed Highlands at River Park. This urban subdivision would consist <br />of 10 single-family lots at the southwest coruer of Highlands at River Park's first phase. <br /> <br />The Commission's Park and Trail Plan does not show any parkland or open space proposed for <br />this site. In addition, the trail along Alpine Drive has been completed. Therefore, Staff is <br />recommending cash payments to satisfy Park Dedication and Trail Fees. The Commission may <br />however, wish to discuss boulevard trees for this portion of the trail along Alpine with the <br />Developer. It appears that most of the existing trees on the site may not be suitable for <br />relocation. <br /> <br />Chairperson Cook asked if he was correct in saying that the existing Ordinance does not require <br />sidewalks on cul-de-sacs and if they would want a sidewalk the money would need to come out <br />of the park dedication. <br /> <br />Parks/Utilities Supervisor Boos stated the current Ordinance leaves the matter of sidewalks on <br />cul-de-sacs as permissive, so if there is a need or anticipated future need for a sidewalk, the City <br />may require a sidewalk but he added he is not sure if the Park Commission is the responsible <br />entity to recommend sidewalks. He stated he was not sure there is a documented need for a <br />sidewalk. <br /> <br />Motion by Commissioner Johns, seconded by Commissioner Shryock to recommend Park <br />Dedication be satisfied by a cash payment of $15,300 and Trail Fees be satisfied by a cash <br />payment of $3,600. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners Johns, Shryock, LaMere, Olds, <br />Ostrum, and Rolfe. Voting No: None. Absent: None. <br /> <br />Parks/Utilities Supervisor Boos stated the playground equipment has been installed in Woodland <br />Park and there were some things that needed to be addressed with the installer and City staff will <br />reconfigure the borders in the Spring.
