Parks/Utilities Supervisor Boos explained that each year City Council adopts rates and charges
for the year ahead, which includes cash Park Dedication and Trail Fees.

On Tuesday, November 12, 2002 the City Council is expected to adopt the recommended
schedule. Should the Commission desire changes other than those proposed, City Council will
receive them for amendment consideration. Staff will review the differences proposed for 2003
versus 2002 at the meeting. The purpose of this case is to recommend to City Council the per
unit Park Dedication Rate and corresponding Trail Fee.

Parks/Utilities Supervisor Boos stated the trail fees that were approved by the City Council had
one significant change and the recommended change is the increase of $100.00 per dwelling unit
to make it $1,800.00 per dwelling unit. Trail fees went from $400.00 to $475.00. He stated the
one thing he cannot report on is how the Council reacted to the Industrial Trail Fee. He has
requested a trail fee of $100.00 an acre and thinks that the commercial/industrial area should
have trail systems to allow for people to get to work and lower vehicular traffic in the area.

Parks/Utilities Supervisor Boos stated the City Council has already approved this so the
Commission does not need to take any action.

Parks/Utilities Supervisor Boos stated Ramsey has been very proactive in terms of Park fees and
by way of the City Attorney, crafted a way to ensure they get park dedication and trail fees, even
for projects that are not required to be platted.

COMMISSION/STAFF INPUT

· Note:
· Note:
· Note:
· Note:

Next Public Forum Meeting on Master Trail Plan November 20, 2002.
Anoka County Parks Agenda
Scotch Pine Issues at Traprock Commons
Master Trail Plan "Minutes" of October 23, 2002

ADJOURNMENT

Motion by Commissioner Johns, seconded by Commissioner Shryock, to adjourn the meeting.

Motion carried.

The Park and Recreation Commission meeting adjourned at 7:30 p.m.

Respectfully submitted,

' Sue Osbeck ~
Recording Secretary
TimeSaver Off Site Secretarial, Inc.

Mark
Parks/Utilities Supervisor

Park and Recreation Commission/November 14, 2002
Page 9 of 9
