Mr.
Hartley noted that he is in the process of preparing a report on staffing
levels and it will include an analysis of handling routine sewer and water
maintenance in-house.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg
directing City Staff to work in the direction of having the routine
caretaking of the sewer and water system handled in-house and contracting
with vendors for major/emergency maintenance.

Further Discussion: Councilmember DeLuca requested that any rate of pay
referred to in Mr. Hartley's staffing report include all costs (workmans'
comp, equipment, insurance, etc.). Councilmember Pearson stated that
Public Works Superintendent Mevissen has commented that there is no
consistent way in which water meters are being installed. Mr. Hartley
confirmed that installers are not following the established procedure;
possible solutions are having meters installed by a city employee or
contracting with a plumber for installation of meters.

Motion carried.
