A discussion ensued regarding the specs for park maintenance.
C~uncilmember Cox stated that contractors don't feel comfortable bidding on
complex specs. Councilmember DeLuca agreed with the specs indicating the
level of maintenance that will be required at each park but suggested that
the requirements on the bidder be reduced.

Based on Council discussion, Mr. Hartley stated that he would rewrite the
specs for park maintenance as follows: a) reduce insurability, client
references and organizational data requirements on bidders; b) categorize
all parks by desired level of maintenance; c) divide the city in half and
prepare a balanced package for two sets of park maintenance specs.

¢~se #14: South Of U.S~ Highway #10 Utilities: Elofs.on~..Nagele Sign
Company:

Mr. Hartley stated that the City is in the process of acquiring fee title
to an 80 foot wide street right-of-way for the extension of Sunfish Lake
Blvd. N.W. south of U.S. Hwy. #10 from Mr. and Mrs. Ralph Elofson. A
portion of that property is leased to Nagele Sign Company for an
advertising sign until May 15, 1991. If the sign is removed, the City
could be in a position of paying for 3 years of revenue from the sign. An
agreement has been proposed with the Elofsons to move the sign to the
western edge of the property, with the sign becoming 2-sided and extending
the lease for 3 years.

Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to
approve relocating the advertising sign to the western edge of the Elofson
property, subject to the City's appropriate setbacks; allowing the sign to
become two-sided; allowing the lease term to be extended to expire
September 1, 1994; and the Elofson's collecting the sign rental.

Further Discussion: Council requested that Mr. Hartley pursue having
'Welcome to Ramsey' noted on the advertising sign. Councilmember Pearson
stated that after acquiring road right-of-way, the City would own the
property on which the sign is located and the lease; it would then be the
City's option to cease the lease. Mr. Goodrich replied that if Nagele
loses it's right to have a sign by the City's aoquisition of right-of-way,
Nagele can request the city to compensate the projected revenues for the
term of the lease.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, COx,
DeLuca and Pearson. Voting No: None .

Case. ~15: Recommendation To Rename Landfill Commission:

Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to
remane the Landfill Commission to the "Ramsey Environment, Health, and
Sol id Waste Commission".

Further Discussion: Councilmember DeLuca inquired if the terminolgy in the
proposed title, 'environment' and 'health', implies the City is responsible
and liable for health and environmental issues. Mr. Hartley replied that
May 3, 1988
