N~W,: Mr. Hartley requested a Council motion to approve right-of-way acquisition agreements as presented for Front Street sewer and water easements south of Sunfish Lake Blvd. at a rate previously approved by Council. Mr. Raatikka noted that the Grave's site is being considered for setback variances to 15 feet on the residential side and 30 feet on the commercial side. Mr. Goodrich stated that the Wagner/Hanson property is requesting a right- of-way agreement similar to that offered to the Elofsons and Holasek's, but on a much smaller scale. Motion by Councilmember Sorteberg and seconded by Councilmsmber Pearson to approve the concept for right-of-way acquisition agreements as presented at the May 11, 1988 City Council meeting. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, DeLuca and Pearson. Voting No: None. Absent: Council~ember Cox. ~.' Sewer And.~ater Improvements For Front Street ImprQvement P~o~ect~#87-25: Mr. Raatikka requested Council authority to advertise for bids as the process takes 3 weeks; bids can be helduntil the easements are acquired. Motion by Councilmember Sorteberg and seconded by Councilmember DeLuca to adopt Resolution #88-77 approving plans and specifications and ordering advertisement for bids for Improvement Project 987-25. (Please refer to resolution file for Resolution 988-77). Further DiScussion: Councilmember DeLuca expressed concern with advertising for bids before easements are acquired; if project fails to proceed because of easement problems, then the contractor loses the time and money put into the bid; situations like this happening too frequently will cause bidders to bid high when it is a Ramsey job. Mayor Reimann stated that sometimes it is necessary to expedite processes in order to get projects accomplished within a construction season time frame. Councilmember DeLuca noted that if the Council is committed enough to the project, then condemnation would be in order if negotiations for easements fail. Mr. Goodrich noted that by a previous motion, Council has authorized condemnation for easements if negotiations are unsuccessful. Motion carried.
