Mr. Hartley replied that the City has tried very hard, through the Ramsey <br />Resident Newsletter, to let the residents know of all activites going on in <br />the City. <br /> <br />Chairman Lichter stated that the Commission is willing to meet with <br />affected property owners. <br /> <br />Ms. Berndt - 6121 160th Lane - Inquired if the trail will be fenced to <br />prevent trespassing onto private property. <br /> <br />Chairman Lichter stated that there are no plans to fence the trail unless <br />there are problem areas. <br /> <br />Mr. Otto stated that it generally takes a couple of years to work out the <br />problem areas in trail systems but after that they are heavily used and <br />users police themselves. <br /> <br />Ms. Dodge confirmed Mr. Otto's comment and noted that she used to live <br />along the Rice Creek Trail System; it was heavily used and she never had <br />problems with trespassers. <br /> <br />Case #3: Di~cussioD Rcgardin~ Park Development: <br /> <br />Mr. Otto stated that bids for improvements at River's Bend Park are being <br />received om June 10; construction should begin July 1 with completion in <br />approximately 90 days. Bids for the warming house at Central Park should <br />be received in mid-July and the deadline for construction is December 1. <br /> <br />Mr. tIartley stated that the City will be entering into an agreement with <br />the Ramsey Lions for a contribution to be used for the construction of the <br />warming house. <br /> <br />Mr. Otto stated that the plans for the Park Center building at Central Park <br />will be submitted to City Council for approval on June 14. <br /> <br />Mr. Otto stated that the City rough graded Autumn Heights Park and is being <br />provided with topsoil from the site preparations going on at the new Anoka <br />Sports Center site. <br /> <br />Mr. Otto stated that other park improvements planned for in 1987 (lighting <br />tennis courts at Titterud, completion of planned improvements at Central <br />Park) are awaiting final authorization from City Council. <br /> <br />Mr~ Hartley stated that there are a substantial amount of budgeted funds <br />still available but he is concerned that the City will take on too many <br />projects at once and not be able to handle it monetarily or from a human <br />resource standpoint. <br /> <br />Mayor Reimann stated that he believes that the City has developed to a <br />point where the demand has switched from neighborhood parks to park <br />centers.
