Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />adopt Ordinance #88-3 regulating diseased trees. (Refer to ordinance file <br />for Ordinance ~88-3). <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />adopt Ordinance #88-3 regulating diseased trees; to rescind the City <br />Council motion of August, 1979 designating the entire city as a tree <br />disease control area; and to direct the Tree Inspector, pursuant to the <br />newly adopted ordinance, to review and recommend a designated tree disease <br />control area for Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca and Pearson. Voting No: None. Absent: Councilmember Cox. <br /> <br />Case #19: Statu~ Of Additional On-Sale Liquor License: <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Sorteberg to <br />approve the Plan of Action regarding an additional on-sale liquor license <br />as described in David Hartley's memorandum dated March 29, 1988. <br /> <br />Further Discussion: Councilmember Sortebeg inquired if approving this <br />motion implies that the City will be issuing a 3rd liquor license. Mr. <br />Hartley stated that Council has made it clear in the past that it intends <br />to issue a 3rd liquor license; the issue now is how the City will evaluate <br />how and where a license will be issued. Mr. Goodrich stated that adopting <br />the action plan is not adopting an ordinance for a 3rd liquor license. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca and Pearson. Voting No: None. Absent: Councilmember Cox. <br /> <br />Case #20: Park Maintenance Specifications; <br /> <br />Mr. Hartley stated that the park maintenance specs have been revised to <br />split the city's park system into two packages. Mro Hartley recommended <br />that City Council postpone advertising for bids until early in 1989 as now <br />is not the best time of the year to find a competitive environment for <br />receiving bids. In the interim, the City still needs to maintain parks and <br />should purchase a mower; purchase of a sprayer can be postponed. <br /> <br />Councilmember DeLuca stated that he has learned at a recent seminar that <br />there are other methods and techniques to contracting out that appear to be <br />much more successful than the methods Ramsey has been attempting to use. <br /> <br />Council directed City Staff to research methods and techniques to <br />contracting out per information gained by Councilmember DeLuca. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Sorteberg to <br />advertise for bids for a mower. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca and Pearson. Voting No: None.
