hearing at a future date and consider taking action at a subsequent special
or regular meeting.

Councilmember Cox stated that he has received a number of calls and there
is a great deal of concern with MPCA's monitoring and regulating of the
facility, as their enforcement of regulations has been less than desireable
im the past.

Motion by Councilmember Cox and seconded by Councilmember DeLuca to
schedule a public hearing for 7:30 p.m. on Thursday, July 14, 1988 at
either the Ramsey Elementary School or the Ramsey Municipal Center.

Further Discussion: Mr. Goodrich stated that the meeting place will be
advertised on the City's community sign; no further action regarding Case
#I or #2 will be considered this evening.

Motion carried, Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and'Pearson. Voting No: None.

CITIZEN INPUT

Dave Stenglein - 6441 154th Lane - Suggested that signs be placed all over
the City advertising the Atlas public hearing; this was done for the
airport zoning referendum.

Mayor Reimann stated that every effort will be made to notify the public of
the Atlas public hearing.

John Heinen - 6370 143rd - Requested that the City check on MPCA as much as
possible because he believes MPCA's credibility is less than desireable.
Mr. Heinen explained that MPCA indicated that the landfill has not violated
any regulations, yet there is contamination in the water; MPCA should have
no input regarding whether or not Atlas will be allowed to operate in
Ramsey.

Sharon Dahlgren - 6328 143rd - Submitted letters to Council from various
residents regarding the request of Atlas Incinerators, Inc.

Council accepted the letters and noted that they will be entered into the
record. (See Attachments).

Delores Fix - 6055 157th Lane - Stated that she lives near Lord of Life
Church; she received a letter from Atlas Incinerators that gave a number to
call for additional information; she called and no one returned her call;
she has allergies and it is hard to believe Atlas will not cause air
pollution.

Bob Schwartz - 5600 142nd Avenue - Stated that the City could save itself
some time by putting Atlas' request to a vote of the public rather than
having another public hearing. Inquired if the Planning and Zoning public
hearing minutes will be made available to Council.

City Council/June 28, 1988
