by your incinerators? 2) Are you aware that even when using temperatures
as high as 2400 degrees and higher, hard-core spores will not be destroyed?
3) Are you aware that such temperatures, instead of destroying spores
which are at a dormant stage, will actually enhance and favor the spores'
activation stage when they are exposed to sub-lethal temperatures? 4) Are
you aware that right after the activation phase, it will follow the
germination stage where spores will germinate (hatch) on fertile ground
(people and environment)? 5) Are you aware that even using autoclaves,
which need constant monitoring amd which are the ultimate in technology in
regard to ~terilization, sterilization may not be complete since it is
normal fo~ air-pocket6 to form amongst and beneath the particle~, thus not
allowing for a thorough sterilization? 6) Are you aware that incomplete
sterilization is no sterilization at all? 7) Are you aware that this area
between the Mississippi and the Rum rivers, classified as a river valley,
is the highest possible rik area to be impregnated and poisoned with toxic
compounds and infectious microscopic particles liberated by the extremely
low stacks? A~ stated by Mr. Labat in the July 12, 1988 issue of the Elk
River Star News, "...the white plummet of steam from the contract burn
~tack..." certainly does not compare, because of size, character or danger
impact constituted on the crowd or environment, to the Vatican's "white
plummet of smoke" when announcing in St. Peter's Square the new election of
a Pope. 8) Are you aware that this is an agricultural area which is,
therefore, even more susceptible to toxic retention from pollution, making
the threat of danger for heavy pollution through environment and food-cycle
even worse than any metropolitan area?

Mr Hartley informed Lilliana Heinen that her time has expired.

Sharon Dahlgren - 6328 143rd Avenue - I am a member of STERN and very
pleased wi~h the questions raised tonight because STERN's purpose is to
demonstrate to all parties concerned that the proposed Atlas facility
should not be located in Ramsey or near any other residential area. We
feel an incinerator is hazardous to health and property. While many of us
feel that Atlas is on the right track with research and development and
recycling and incineration may appear to be one of the answers to a
nationwide problem, you do not test and burn near residential areas.
Through th~ questions asked at this hearing, it shows there are too many
unknowns and variables. Atlas said they will not process hazardous waste.
The definition of hazardous means risky or dangerous. The definition of
hazardous by regulatory agencies, MPCA and EPA, seems to be rather
ambiguous. I refer to a letter from MPCA dated May 10, 1988 that states
that because of infectious characteristics of both the hospital and
pathological and possibly animal waste, that the proposed facility is
classified as a hazardous waste processing facility. Was this used only to
get Atlas to provide MPCA with an environmental assessment worksheet? By
MPCA Standards, the actual handling and incineration of the material is not
considered hazardous. Is it a fact that the household products listed as
hazardous in the Home Sweet Hazardous Home pamphlets are not considered
hazardous when they are handled by Atlas in greater quantities? Was the
land on which Atlas will be located purchased by Atlas or will it be
retained by the Anoka Industrial Park, developed with tax increment revenue
and leased back to Atlas? Is it true that one of the owners of the Anoka
Industrial Park is Don Greenberg? Who else is involved in the Anoka
City Council Public Hearing/July 14, 1988
