Mr. Hartley replied that when a petition is submitted for street <br />improvements, adjacent unpaved streets in isolated areas are included in <br />the project. If those properties along Hematite do not wish to be included <br />in. the project they can express that desire to City Council by petition. <br /> <br />Mayor Reimann noted that if there is an unpaved street between two areas <br />of blacktop, it is included in the project because it will be more feasible <br />and cost efficient to pave it at the same time rather than at a later date. <br /> <br />Dick Swanson - 6912 156th Avenue - Stated he is in favor of assessing the <br />project by unit rather than foot. Stated he is in favor of the project but <br />he does not feel the proposed street construction is adequate for the <br />amount of traffic, including heavy trucks, on that street. The ditches <br />have never been cut or filled and are washed out. The feasibility study <br />has almost no application to 156th. Metro Council recommends that roads <br />that feed into landfills be built for 10 ton limits. Since 156th is a <br />major traffic way, the property owners should pay for one-half the cost of <br />improvements. The two culverts in the area are at almost the same <br />elevation; there is no drainage way and water can run either way; that <br />there is a natural runoff from the berm on 156th is pure conjecture; the <br />county didtch has never been attached to this drainage way; part of this <br />drainage way is very close to the dump and a lot of unwanted things could <br />get into the Rum River. <br /> <br />John Zobava - 6840 156th Avenue N.W. - Stated that 156th is not a typical <br />residential street, it is a thoroughfare and very much in need of <br />improvements. Stated that there is no major drainage problem there now and <br />doesn't feel blacktopping will present drainage problems. Inquired if the <br />City will take bids on the project or if Mr. Raatikka's figures represent <br />exactly what the project will cost. <br /> <br />Mr. Raatikka stated that the figures quoted are estimates; the city does <br />call for bids and if they come in 10% or more above estimate, the project <br />is required to go through another public hearing before the project can be <br />ordered. <br /> <br />John Zobava - Noted that 156th is a major thoroughfare used by commercial <br />trucks and the residents will have the burden of maintenance costs; the <br />type of road proposed is inadequate for the amount of traffic. <br /> <br />Mike Auspos - 15525 Hematite - Stated that the road is heavily travelled by <br />dump traffic. Inquired if he will be able to build up his driveway so the <br />water will not drain from the road into his driveway. <br /> <br />Mr. Raatikka - Replied that a berm is needed in the vicinity of the Auspos <br />property. Mr. Raatikka also noted 153rd is proposed to be developed as a <br />State Aid road in the future; this would take the pressure off of 156th; to <br />make 156th a State Aid road would require acquistion of an 80 foot right-of- <br />way. <br /> <br />Earle Jerde - 6921 156th Avenue N.W. - Inquired if the project includes <br />culverts under driveways. <br /> City Council Public Hearing/August 15, 1988 <br /> <br />Page 2 of 4 <br /> <br /> <br />
