Mr. Raatikka replied that cost and installation of culverts are the <br />responsibility of the homeowner. <br /> <br />Donna Shorten - 6820 156th Avenue N.W. - Inquired why the public hearing <br />notice stated that the estimated cost per unit is $2897 and Mr. Raatikka's <br />presentation quoted a cost of $3023 per unit. <br /> <br />Mr. Raatikka stated that two parcels have been combined into one which <br />reduced the number of assessable units by one. <br /> <br />Donna Shorten- Stated that people already speed in this area and blacktop <br />roads increase this problem; a stop sign should be installed. <br /> <br />Police Chief Auspos - Stated that the State manual does not permit use of <br />stop signs for speed control. Residents are permitted to identify and <br />testify against speeders. Also, Hematite and 156th is not likely to be <br />approved for a stop sign because it is a 'T' intersection with Hematite <br />yielding and 156th is a through street. <br /> <br />Betty Tilleskjor - 7141 156th Avenue N.W. - Stated she is concerned that <br />draining ponds will eliminate the wildlife and inquired if this has been <br />approved by DNR. Stated that when 156th was constructed, no culverts were <br />installed; at that time, there was a creek that flowed to the south that <br />was cut off with the road construction; the engineers claim the project <br />included a drainage plan but it doesn't seem to be doing a whole lot. <br />Stated that 156th is a heavily travelled through street and inquired as to <br />who is responsible for the maintenance of the road. <br /> <br />Mr. Raatikka replied that the City is responsible for patching and crack <br />filling; residents will be assessed for sealcoating; streets are sealcoated <br />5-6 years after construction; average sealcoating assessments are $200 per <br />unit at current prices. <br /> <br />Terry Hendriksen - 15631 Ramsey Blvd. - Noted that he has submitted two <br />letters to the city regarding this proposed project and inquired as to when <br />he can expect responses to points raised in those letters. <br /> <br />Mr. Hartley stated that the purpose of the public hearing is to receive <br />public comments; council must consider comments received but responding to <br />those comments is not absolutely essential. <br /> <br />Terry Hendriksen - Stated that he agrees with Mr. Swanson's comments <br />regarding the inadequacy of the feasibility study. Mr. Hendriksen stated <br />that he disagrees with Mr. Raatikka's observations of water flow, <br />particularly that observation that says water flows from 156th and <br />Hematite to the county ditch. Betty Tilleskjor comments confirm there were <br />inadequacies in drainage at the time 156th was constructed that have never <br />been corrected. The city should correct a long standing problem and the <br />requirements associated with this project must be adequately met. The <br />city's drainage policy is clearly spelled out in Section 170.037; it states <br />that the city needs to provide for drainage and without it, the city cannot <br />in good conscious proceed with the project.
