has many pictures that dispute comments that there is not a drainage <br />problem in the area. <br /> <br />Dick Swanson - Stated that there is no evidence that 156th was ever better <br />or worse because of lack of culverts; construction of a drainage pattern <br />has nothing to do with the quality of the road. Stated that he has lived <br />in the area for 20 years, kept fairly accurate records of groundwater <br />table, the most expensive drainage system will not prevent water problems <br />in high moisture years. As long as there is a high density of population, <br />the groundwater pattern must be considered separate from drainage. <br /> <br />Terry H~ndriksen - Stated that he has pictures of the Swanson property <br />which show drainage from 156th and Hematite coming within 10 feet of the <br />Swanson barn and extending into the wetland south and west of his property. <br />The city has an obligation, when improving a street and increasing <br />drainage, to do something with that drainage. The city installed 156th <br />without a culvert despite the objections of the Tilleskjor's. Walter <br />Rychly installed a a driveway without a culvert and dredged a pond that <br />interrupted the natural drainage flow through the area. Ail of these <br />problems have occurred over the years and the amoumt of water retention in <br />that area has been diminished over and over again. The city cannot go <br />forward without adequately addressing the drainage situation. <br /> <br />ADJOURNMER% <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember DeLuca to <br />adjourn the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca and Pearson.
