MUSA line. <br /> <br />Because my land will eventually be crossed by an arterial street <br />from the bridge to U.S. #10, the property will have to be developed <br />to uses (adjacent to the arterial) which will not be devalued by <br />the traffic on the arterial, such as multiple dwellings or <br />commercial businesses. It is reasonable to conclude that some of <br />this development should take place prior to a bridge crossing. In <br />order to have this development, I must have water and sewer. <br /> <br />While I realize that this all may not happen in the next five years, to <br />exclude my property from the ultimate MUSA line is to make all this <br />desirable development impossible and to postpone it to the year 2000 is <br />to postpone the development of the property past the time when the <br />market would normally demand that it's development begin. <br /> <br />I am aware that if the Council does not include my land within the 2000 <br />year MUSA line, a claim can be made that it does not have the value <br />that it might otherwise have had. This distresses me greatly, in the <br />light of the county's overtures to buy the property. While it is not <br />my intention to sell to the county, I cannot prevent acquisition by <br />condemnation. Should this happen against my wishes, my exclusion from <br />the MUSA line may deprive me of just compensation. <br /> <br />You have my land colored in green, along with the Mississippi West <br />Park, indicating its use as a park. Since this designation is not done <br />pursuant to an official position by the City Council, I respectfully <br />request that the city maps be corrected to remove this designation from <br />my land." <br /> <br />A~PROVA~ OF A.~.~.DA <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />approve the agenda with the following additions: <br /> <br />Case #2.A: <br />Case #12: <br /> <br />Case ~13: <br />Case ~14: <br />Case #15: <br /> <br />Appointment of two councilmembers to the Fire Board. <br />Introduce ordinance to prohibit scavenging of recyclable <br />items. <br />Introduce ordinance amending tipping fee at the landfill. <br />Receive recommendations from Personnel Committee. <br /> Review the security system proposed for Central Park <br />buildings. <br /> <br />ASSESSMENT H~ARINGS <br /> <br />Mayor Reimann adjourned the regular meeting at 7:45 p.m. in order to <br />conduct the following assessment hearings: <br /> <br />487-20 167th Avenue N.W. <br />#87-23 Hunter's Hill <br />#87-24 Oakridge Industrial Park <br /> <br />Mayor Reimann called the regular meeting back to order at 7:52 p.m. <br /> City Council/August 23, 1988 <br /> <br />Page 4 of 15 <br /> <br /> <br />
