PRES~%,ATION BY ANOKA COUNTY SHERIFF KEN WILKINSON <br /> <br />Sheriff Wilkinson stated that one of the goals he set upon becoming Anoka <br />County Sheriff was to re-enforce communication between the sheriff's office <br />and communities it serves. The County sheriff's office is not in <br />competition with law enforcement agencies already in place; it's purpose is <br />to augment the services of those departments already in place. Mr. <br />Wilkinson stated that the County sheriff's office offers the following <br />services: <br /> <br />a) court services <br />b) civil process <br />c) jail services <br />d) criminal investigation <br />e) crime lab <br /> <br />f) special operations <br />g) canine unit <br />h) reserve contingent <br /> <br />Proposals for other services are expansion of crime lab, obtaining <br />polygraph capability, prisoner transport service, automated records system. <br /> <br />The County sheriff's office is seeking input on it's performance and <br />suggestions for enhancing it's services to communities in support of their <br />own police departments. <br /> <br />A brief question and answer period between Council and the Sheriff ensued. <br /> <br />PRESENTATION BY MR, RICHARD F. CICH <br /> <br />Richard Cich - 6440 170th Avenue N.W. - Stated that he is a retired police <br />officer from Minneapolis and been a Ramsey resident since 1963. Stated <br />that he is concerned with rumors he heard regarding the City may go to <br />contracting with the Anoka County Sheriff's Department for police <br />protection. Mr. Cich presented a petition signed by 777 voters who feel <br />the loss of the present police department in Ramsey would jeopardize the <br />confidence and respect they have worked so hard to attain over the past 8 <br />or 9 years. The petition initiates an amendment to the City Charter that <br />would create a police department in Ramsey by Charter rather than by <br />ordinance. Mr. Cich stated that the County sheriff's office would only <br />provide Ramsey with 3 officers per day on a 24 hour basis where Ramsey has <br />7 at the present time. The decrease in personnel will result in longer <br />response times and this does not justify the cost saving in contracting out <br />for coverage; there would also be a change in the chain of command that <br />would result in the loss of that direct communication with the local police <br />chief.
