Mr. Goodrich reported that the operators of the Rum River Hills Golf Course
have reported that they are having a problem with an overpopulation of
geese. The Golf Course is requesting a special permit from the City to
shoot these geese. Mr. Goodrich stated that to allow such a shooting would
require amending the city ordinance to allow discharge of firearms within
600 feet of any residence.

The manager of the golf course was present and stated that in conversations
with the DNR, he has found that the most effective way to control geese
overpopulation is by shooting. Chief Auspos was present and suggested that
he research the efficiency of using controlled hunting to alleviate geese
overpopulation problems. The City Council also directed Merland Otto to
research other methods for controlling geese population.

Motion by Councilmember Bawden and seconded by Councilmember Sorteberg to
table any action on the geese problem at Rum River Hills Golf Course until
the special council meeting scheduled for September 20, 1988.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg,
DeLuca, Bawden, and Pearson. Voting No: None.

Case ~3:

Recyclin~ contract for pilot curbside recycling pro~ram/
draft ordinance for mandatory recycling.

Mr. Merland Otto and Mr. Goodrich presented the proposed contract for a
mandatory recycling program. Mr. Dale Henderson of Waste Management,
Blaine was present and stated that Waste Management is presenting a
contract at a rate of $1.01 per month per eligible household, whether they
participate or not. That Waste Management's experience has been that
providing an incentive for recycling is better than instituting a mandatory
participation program. Mr. Henderson also took exception to Section 8B of
the proposed contract requiring detailed financial records, and Section 9
(access to records). Mr. Henderson stated that these two sections would
infringe on Waste Management's confidentiality and impact their bidding
powers.

City staff noted that it would be worthwhile to have these kinds of
information in order to justify Council's action to enter into a contract
with Waste Management.

Council consensus was to direct City staff to amend contract language to
require a summation of financial information and to bring the contract
back to City Council for consideration on September 27, 1988. Council also
indicated that the contract should not include mandatory participation.

Case f~:

~dopt ordinance amendin~ Chapter 110 of the City Code
prohibitiny scavengin~ of recyclable materials.

Council consensus was to table action on the proposed scavenging ordinance
until the September 27th City Council meeting.

Case #10:

Adopt ordinance amendin_~ Section 110.01 of the City Cpde
City Council/September 13. 1988
