Voting No: None. <br /> <br />Case #2: Goose Problem~At Rum River Hills Golf Course: <br /> <br />Mr. Hartley recalled that Council received a request to have a controlled <br />shoot within Ramsey (at the Rum River Hills GOlf Course) to alleviate the <br />overpopulation of geese problem. <br /> <br />Police Chief Auspos reported that in his research he has found that the <br />most effective method for controlling geese overpopulation is by controlled <br />shooting. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember Sorteberg to <br />introduce an ordinance to amend the Firearms Chapter of the City Code in <br />order to enable City Council to allow for controlled shooting of geese. <br /> <br />Further Discussion: Mr. Hartley stated that the proposed ordinance <br />amendment would allow Council, on a case-by-case basis, to authorize the <br />discharge of firearms with larger than a f~4 shot. Chief Auspos noted that <br />the final paragraph of the ordinance states that the City Council may <br />authorize an approved organization to do the shooting. Chief Auspos also <br />noted that it may take 3-4 years of controlled shooting alleviate the <br />overpopulation of geese problem. Mr. Hartley noted that the ordinance <br />amendment is being introduced; Council is not obligated to adopt it at a <br />later date. Councilmember Bawden noted that even if the ordinance is <br />adopted, it would still take Council approval to have a controlled hunt. <br />Mayor Reimann stated that he would prefer another method to controlling the <br />geese population, but if there has to be a controlled hunt it is better to <br />have it before the area is too densely developed. Chief Auspos stated that <br />he will have City Attorney Goodrich research the liability associated with <br />controlled hunts. <br /> <br />Motion carried.
